October 22, 1959

Commission Room, City Hall
Members present were: Faville, Harris, Earns, Eirtley,
Johnson, Lee, and Talley. Also present Was Building Official
Yelvington.
Acting Chairman Faville called the meeting to order.
The minutes of August 202, September 3rd, and September
17, 1959, were read and approved with the following correction
in the minutes of Sept. 3, 1959, which was pointed out by Mr.
Dietrichs Who was attending the meeting:
- -- Ted Williams' signature on the signed petition
does not constitute a property owner outside of
the corporate city limits, but does own property
in the F. L. Woodruff's Sub -divIs on in the immediate
vicinity of Mr. Dietrich's request for rezoning
property situ ted on the N.W. corner of 262 St.
and Sanford A enue.
This special meeting had been called due to Mr. Dietrichs'
request to reconsider t e former application and the action of
denial in regards to rezoning to that of commercial the property
on the N.W. corner of 26b St. and Sanford avenue; legal being
Lots 58, 60 62, and 64 F. L. Woodruff's Sub - division. However,
the originU request had now developed into an "area problem"
revolving around the Porter Lansing and Clarence Wynn property
due to the location of the Air Base in relation to their property.
A very lengthy and controversial discussion followed in
regards to the rezoning of this property from that of residential
to that of commercial to facilitate a Grocery Store and Launderette
on this N.W. corner.
Definite opinions and statements, pro and con were given
by the individual board members and the Building Offcial on the
rezoning. However, it was the general consensus of opinion and
feeling of the Board that, action should not be taken, one way
or another, until the Resident City Planner, Mr. Jerry Dake,
could be present and give the Board the "projection study or plan."
for this area. The Board felt that this opinion in regards to
the City Planner was only fair to themselves and the consulting
City Planner, not to mention the City of Sanford itself, since the
City has been in dire need of a zoning and planning revision and
have employed a certified company with a well - trained staff for
this type of work. The big problem being of course to gob this
thought across to the people or representative appearing before
the board for the rezoning of their property.

Mr. Kirtley then moved that the Board postpone their
action until they could meet with the City Planner, at the
earliest possible date or a special meeting if necessary,
to make a final decision, after talking with him, in regards
to the rezoning of the previous discussed area. Motion
seconded by Mr. Talley and carried.
Mr. girtley stated that if agreeable with his second
and the board, his motion should include that the other in-
terested parties mould be notified of the meeting in order
that they may be present for any further statements they
migIxt wish to make. The amendment to the motion was approved.
In closing business of the meeting, Mr. Karns proposed
that it might be well to give some thought toward the zoning
of the 2 corners (N.W. and N.E.) that the city has juris-
diction over to a C -N district Which would then form a corner
buffer zone.
There being no further business, the meeting adjourned.
