Also present were: City Manager Knowles and Building Official Yelvington. Chairman McKibbin called the meeting to order. iThe reading of the minutes of the previous meetings was waived. The off- street parking proposal for a store building of 40 x 36 on Lot 10, Boyd's Subdivision; on the west side of French.Avenue and south of the launderette and do-nut building, was then re- presented by the Building Official for the owner, Don Royer. The plan showed 14 off- street parking spaces. However, with this ,plan there was no turning acceptability. The Board then had 'a general discussion regarding a reworking of the plan to provide a turning acceptability with approximately 11 off - street spaces. Mr. Royer was not in favor of using the rear of his building for off - street parking due to the access being through an alley. The Board then referred to prior minutes of 12/1/60 whereby City Engineer Knowles felt that, 14 spaces could be worked out and still allow for proper turning area. Per the request of the Board Members to City Manager Knowles regarding a check out of the work presented by Mr. Simons against the contract, the Board then discussed the detailed City Planning Report dated February 1, 1961, and presented by the City Manager. Thereupon, after review and comparisons, it was moved by Mr. Harris, seconded by Mr. Karns and carried that the following recommendation be submitted to the City Commission: In light of the Zoning and Planning Commission's Z & P Minutes 19 2/2/61 -2- skepticism on December 29, 1960, that the balance of more than 50% of the City Plan could be completed and submitted by January 20, 1961; therefore, this Board recommends the support of the City Manager and upholds his recommendation that the final payment of :$2,000 be withheld until the sub- mission of the final material from the City Planner is received to complete the work due under the contract. This support is based on the fact that this Comprehensive City Plan will be used as a guide by which factual and future development of the City of Sanford is to take place. ..... There being no further business, the meeting adjourned. Chairman _'4zll Secret y
