ZONING & PLANNING COMMISSION
Special Meeting
D_ March 30, 1961
ZD Members present were: Messers. McKibbin, Bush, Harris,
fk� Johnson, I� and Talley. Also present were: City Manager
O Knowles acid Building Official Ielvingtom.

Acting Chairman Harris called the meeting to order.
The minutes of: December 29, 1960, January 11, January
19, January 20, January 26, February 2, and February 16, 1961,
were read and approved.
The Academy Manor Unit i Subdivision Plat was presented
and reviewed by the Board. After considerable discussion re-
garding the feasibility of proposed changes in the street
names to make them more uniform and less confusing regarding
the house numbering, it was moved by Mr. Johnson, seconded by
Mr. Talley and carried that the plat be approved with the
proposed changes as marked thereon.
It was moved by Mr. Johnson, seconded by Mr. Bush and
carried that, a recommendation be made to the developers of
Academy Manor for consideration that an area be designated
in this subdivision of at least one (1) acre for a playground;
and, to be made a dedicated park. This was based on the
t factor that the plat showed 331 lots platted within this sub -
e division.
Due to the Academy Manor area being annexed to the city
on 3/27/61, the Board then considered the zoning of Blocks
73 , 7 4, 7 5 t 76, 77 , 7 €3 9 88 8 and 909 M. M. Smith's Sub -
Ld division, together with McCracken Road extending from the
west line of said Block 73 extended northerly, easterly to the
SanXord City Limits.

X75 It was moved by Mr. Harris, seconded by Mr. Johnson and
carried that, it be recommended to the City Commission that
:D the above described property be zoned R -3 (single - family).
O The Board recommended that the City Manager and the
Building Official study and submit recommendations for the
incorporation of areas and three colored family districts to
the new proposed zoning map.
A request by Mr. Jack Demetree of Demetree Construction
Company to rezone all of Lot A, San Lanta, 3rd Section;
south side of Celery Avenue, east of Locust Avenue, from an
R -1 (single - family dwelling) to that of C -1 (commercial) for
a shopping center was next discussed.

The above had been previously mentioned by Mr. Demetree
at the time he appeared before the Zoning and Planning Com-
mission with the Vroposed plat of the San Lanta, 3rd Section
Subdivision wherein he pointed out that he in all probability
would place a concrete wall approximately 190 ft. back and
running the length of the property on Celery Avenue or State
Road 415; thereby making a buffer between the residences and
the property facing on Celery Avenue, which he hoped to be
turned into commercial structures.
The Building Ufficial reminded the Board that if rezoned
this would be referred to as "strip zoning" and on the basis
of men of higher authority on zoning he was not in favor of it.
After a lengthy discussion and on the basis that until
evidence is submitted that the need for additional commercial
area is warranted along Celery Avenue, it was moved by Mr.
Harris, seconded by Mr. Johnson and carried that action be
deferred at this time.
The Building Official presented the following off- street
parking proposals for consideration:
1. Crooms Academy Gym.
Due to the fact that the plan was not finished
or explicit regarding a designated area or the
number of spaces to be provided, the Board re-
commended that the Building Official work out
an area and their requirements with possible
stabilization.
2. G, H. High's Appliance Store (and residence).
Block 2, Tier 20; north side of west First
Street and facing on Mulberry Avenue.
The plan showed a total of 11 off - street parking
spaces; 7 coming in off First Street and for
customers; 4 for his private car (s) and truck (s)
at the residence. Moved by Mr. Talley, seconded
by Mr. Johnson and carried that the 11 off- street
parking spaces as shown on the plan be accepted.
3. Nix Bedding Sales.
Corner of Celery and Hickory Avenues; west 70 ft
of Lots 1, 3, & 5, Block D, Celery Avenue Addition.
New store for the sale of new and used furniture,
but location would not be used for the manu-
facturing and /or renovating of mattresses.
The plan showed 12 off - street parking spaces.
Moved by Mr. Harris, seconded by Mr. Talley and
carried that the 12 be accepted.
Z & P Meeting
March 30, 1961
The City Manager gave a report to the Board regarding the
number of recent meetings and discussions that had been held
between Mr. Phil Pitts, representative of Mr. George Simon's
office, the Building Official, and himself regarding point by
point outlines that could be added to Volume II of the Uom-
prehensive Study to make it a better report and which the
City Officials and the Zoning and Planning Commission would be
better satisfied with. The added reports were being sent to
the City Manager for approval and then to be typed and returned
to Mr. imon's office,, and inserted in Volume II of the City
Plan. Mr. Knowles remarked that so far he and the Building
Official were most happy with the added reports and the co-
operation frdm Mr. Simon's office.
There being no further business, the meeting adjourned.
