Also present were: Building Official Yelvi ton City Manager Knowles and Sanford Herald representat Larry g Vershel. Uj Chairman McKibbin called the meeting to order. .t The reading of the previous minutes was waived. Mr. Aronson, developer of Academy Manor, appeared before ZE the Board in regards to the zoning and /or rezoning of Blocks cl� 73 and 78 in the subdivision for a shopping center and parking 0 area.-plus a multiple family zone to facilitate a few apartments. After considerable discussion, it was moved by Mr. Karns, seconded by Mr. Johnson and carried that the following be re- commended to the City Commission for their approval and action to zone or rezone, whichever the case may be: Block 73, M. M. Smith's Subdivision to C -N (Neighborhood Shopping) Block!78, M. M. Smith's Subdivision to R-4 (Multiple Family) The above recommendation was based on the facts that these two blocks face on McCracken Road to a railroad right -of -way and a fruit packing house; thereby making this property less desirable for residential lots. Also, it was borne out that approximately 331 lots will be developed in this subdivision and across the street on the other side of Grapeville is another proposed colored subdivision of Knox homes. Therefore, the feasibility of a shopping center would be warranted. 0 The discussion on a traffic study for the downtown area was deferred until the next meeting in order that the members 14 could give more thought to it; and with the idea that Police a Chief Williams would be able to attend. The Board then discussed the fact that on April 10, 1961 Mr. Phillip Boyd appeared before the City Commission and re- quested that his property be rezoned to commercial with U) relation to his present op eration of a beauty shop on the SE Q corner of 25& Street and Elm Avenue. Due to the fact that the Board had previously denied the Cb rezoning request and the City Commission had set up a Public Hearing for May 8 1961, on the rezoning, the members were in accord that a joint meeting should be arranged and held between a the Zoning and Planning Commission and the City Commission. 0 Thereupon, it was agreed that Chairman MoKibbin would write a letter to the City Commission regarding a possible joint meeting to discuss the concepts of the two commissions on zoning end planning; and, request that the Public Hearing be withheld I Z & P Meeting May 4 . 1961 until this joint meeting can be met up. On the Hoa�**ir recommendation that the City r and Building Official review the Subdivision Regulations And offer suggestions anVOr amendments, the Board then discussed the re- gulations page Tjy page And the Amendments thereto. Moved by Mir• Harris seconded by Mr* Karns and carried, that the SubdivisionjHegulations, as discussed and amended, be accepted. The Building Official presented to the Hoard an amendment to the off - street parking In the new proposed Zoning Ordinance on Page 19, Stab-paragraph (9) - (10) and (11) to reads (9) St ores, o ffiees s and personal - service establishmentsg except as in sub - paragraph (10) below ..*. One (1) spaces per 250 sqo feet of gross ground floor area. (10) Supermarkets and shopping centers *. *. One (1) space per 150 sq. feet of gross ground floor area:. (11) Public buildings library, community center and post office .. * * One �1) space per 250 sq. feet of gross ground floor area. Moved by Mr. Talley, seconded by Mr. Harris and carried that the above ameadhent to the off - street parking ordinance be accepted. The City Manager told the Board that the proposed amended soning O rdinance was in the process of being re - typed and compiled with the Comprehensive City Plan and asked for comments on Mr, George bimons finished Plan Mr. Harris mentioned a minor detail and that being in the maps which do not show streets that have been closed and new streets that have been opened.
