HomeMy WebLinkAbout06.07.62ZONING AND PLANNING COMMISSION Regular Meeting June 7, 1962 City Commission Room 8 PM Membersl present were: Messers. McKibbin, Karns, Galloney, Harris, Bush and Davis. Also present were City Manager Knowles and Building Official Yelvington. Meeting was called to order by Chairman McKibbin. Beading of previous minutes was waived. Herbert Cherry, as contractor for the owners, presented a request for consideration of re- zoning Lots 1 through 11, Block 10, Tier 20 Seminole Park from that of R -5, one and two - family dwelling, t4 that of R -6, multiple- family dwelling. Location being: South of 82 Street and the West side of Mulberry Avenue. Property owners being Timothy and Ruby Wilson, who were proposing to construct a Nursing Home similar to their present operation of the Good Samaritan Nursing Home in this immediate vicinity. Due toithe multiple - family Housing Authority being across the street and within this same block, plus the existing nursing home, it wall moved by Mr. Karnes, seconded by Mr. Harris and carried that the area - between 82 and 116 streets and west of Mulberry to the drainage creek be re -zoned from an R -5 to that of R -6. Minutes of December 21, 1961; January 4, 1962; January 19, 1962; March!22, 1962; and May 3, 1962, were accepted on motion of Mr. Gallgney, seconded by Mr. Karnes and carried. Chairman. McKibbin read a letter of resignation from boamd member Frank Galloney', effective June 20, 1962, due to his separation from the navy and plans to attend a school in the North. Moved by Mr. Bush, seconded by Mr. Harris and carried to accept with ''regret Mr. Galloney's resignation. The names of Mr. Ralph Lossing, Jr., and Mason Wharton were submitted for recommendation to the City Commission for the appointment 'of one. The Chairman brought to the Board's attention a Community Planning Credit Course at the University of South Florida, Tampa, from June 18 to July 6. Moved by Mr. Harris, seconded by Mr. Bush and carried, that it be reeomhended to the City Commission that a representative from the Building Official's Department be allowed to attend this course. Z & P Minutes June 7, 1962 2 Upon a request from Board Member Karnes, the Building x� Official had, checked with Panama City regarding their ordinance on restrictions, zones, policy, etc. pertaining to the spacing and number of filling stations on one corner or area. He gave a brief report as follows: Panama City has two service station zones. Zone 1,- Outlyinm or fringe business areas: NO restrictions except minimum lot size. Zone 2'- Business areas: �- erS vice stations shall be 300 yards from C6 each other. No restrictions regarding places of O assembly. m The Board had a lengthy discussion regarding this control as to possibility of: (1) controlled by zoning ordinance, (2) controlled by separate ordinance (3) restrict to 4 corners or distance in yards or feet, and (43 controlled as a hazard. It was definitely felt that before any recommendations were made to the City Commission for consideration on control of service stations, that a survey be made to the different cities or through the Florida Municipal League so that concrete informa- tion could be presented. The City Manager suggested that possibly a letter or question - airre be mimeographed to the different cities in Florida of 10,000 to 100,000 population to see if they have any type of regulation on the spacing and number of service stations. It.was recommended that the City Attorney be contacted re- garding hisimeeting with the Zoning and Planning Board for a short presentation on State Laws as applied to zoning and any re- search where zoning has been upheld by the Courts.
