Members present were Messrs. McKibbin, Karns, Bush, Lee,
and Wharton. Also present were Building Official Yelvington and
City Manager Knowles.
Mr. Andrew J. Bracken appeared before the Board with a re-
quest for rezoning of Lot 9 and 10, less the west 332.53' of
Lot 10, ROSE COURT Replat and /or 2017 Grandview Avenue from
an R -lAA zone to that of R -1.
Mr. Bracken stated that under rezoning to that of R -1 his
wife proposed to operate a kindergarten in an anticipated 20' x
30' addition to the home. This would be for 5 -year olds only.
He stated further that Mrs. Bracken presently operates a kinder-
garten and has 17 pupils, but would anticipate a maximum of 30
children. The kindergarten would be operated on week days with
the hours of 9 to 12 boon. The addition would be along the same
lines as the present structure of the house; no sign in front.
Transportation would be offered for those who wished it; however,
some parents would possibly form a car pool.
Eight (8) property owners from this immediate area appeared
at the hearing on the rezoning.
Upon request, the uses allowed in an R -1 zone were then read
from the Zoning Ordinance.
Mr. Bill Wade of 2008 Grandview stated that he favored schools
of education, but had recently added a valuation of $2,000 to $3,000
to his home and hoped the valuation would remain upward and objected
to any down - grading.
Mr. Clarence Rotundo of Lincoln Street voiced an opinion of
agreeing with Mr. Wade's statements.
Mr. Rawls of 2011 Grandview stated that he was not against
the kindergarten, but was definitely against the lowering of the
zoning.
Mr. Bill Hackett voiced the same opinion as the above.

Mr. Daniels was objecting to the lowering of the zoning.
Mr. Wally rhillips of Lily Court was not against the
kindergarten., but was against any spot zoning and the lowering
of the zone.
Mr. Snyder of 2005 Grandview voiced his opinion against
the rezoning.
After hearing the opinions of all proper owners present,
Mr. Bush stated that the Zoning and Planning Board had worked
hard to set the course of zoning, had given it adequate
publicity, and that zoning should be adjusted only due to
hardship. He pointed out that Grandview, at this location,
was a dead -end street which makes a hardship for traffic and
that, if the business failed or was sold, it would be open
for other businesses in the future in an R -1 zone.
Mr. Andrew Bracken then withdrew his request on the basis
of the property owners' protests.
It was moved by Mr. Lee, seconded by Mr. Karns and carried
that the $10.rezoning application fee be refunded to Mr. Bracken.
There being no further business, the meeting adjourned.
