IL and Wharton. Also present were Building and Planning Official
Cb Yelvington and City Manager Knowles.

:D Chairman McKibbin called the meeting to order.

0 Minutes of.September 6th, September 20th, and October 4,
M 196.2, were read and accepted.
Mr. Eoghan Kelly presented to the.Board his finished plans
for a garden -type court of apartments with approximately 400 square
feet in each apartment and a court area of 128 square feet.
The plan showed 8 units with 12 off- street parking spaces.
Mr. Kelly said he could keep the required yard set backs; however,
he planned on using these set backs for the off- street parking
spaces.
This was the original proposed plan that Mr. Kelly hoped
to construct on Lot 16 and the North k of Lot 17, Boyd's Sub -
division (on.Maple between 20th and 22nd) under a rezoning.
Total area of lot being 10,227 sq. feet.
At that time, ,July 19, 1962, the .Board indicated to Mr.
Kelly that they liked his plan; would consider the possibility
of lowering the zoning in this immediate area to multiple.family,
but not to commercial, whereby he could then consider a reduction
in units and compute the area to R -3 requirements.
Mr. Kelly indicated that he felt that this type of con-
� struction did not belong in a commercial zone. Therefore, he

approached the Board on the possibility of their consideration
< in creating a zone for this type of construction and /or lowering
c- the requirements in the R -3 zone. This would allow the.8 -unit
ob construction on this particular site. Mr. Kelly stated that,
g economically wise, he would have to keep 6 units rented at all
:D times.
0 The discussion was lengthy in pro and cons whereby Mr.

m Kelly's definite.opinion of zoning requirements was on the basis
of density.
No action was taken regarding the discussion with Mr. Kelly.
