Members present were: Messers. McKibbin, Smith, Karns,
Johnson, Wharton, Bush and Harris.
Also present were: City Manager Knowles and Building
Official Yelvington.
Chairman McKibbin called the meeting to order.
The reading of the previous minutes was waived.
Approximately 45 to 50 interested and property
owners appeared regarding the rezoning request from that of
C -2 to that of M -1 - industrial by property owner Clarence E.
McKee, Jr. regarding the _old Ne -Hi Bottling Plant site on
Celery Avenue Legal being Lots 31 and 32, Holden Addition.
Property owners within .300 feet of this property were
notified by letter of the .rezoning request. Public Hearing
Notice published in Sanford Herald on April 16, 1963, outlining
the proposed /W.ing area as follows:
South .side of Celery Avenue.from Sanford Ave.
to the .west right -of -way of Hickory Avenue a
depth of .three lots AND on the north side .of
Celery Ave. from Sanford Ave. to the alley
between Cypress Ave. and Pine Ave. for a depth
of two lots.
Under the rezoning, the planned use of the property
was an expansion of the metal fabrication and storage business
operated by Mr. William Whitley, Jr. of Sanford Welding.
Mr. Everett Harper, real estate agent, represented Mr.
Whitely and stated that this was a lead* with an option to
purchase whereby the business would be body jobs, welding, and
manufacture of small articles with the noise kept at a minimum.
This would entail.sheet metal .bending machines for other industries
to use; welding.and cutting with approximately 95% welding and not
too much riveting. Also entailed would be storage and fabricating.
It was noted that this work would be all day shift and no night
shifts.

At the present, the plans were to work this building
in conjunction with his operation on 15th Street with this
structure on Celery being used more as warehouse space.
Property owners expressed themselves as follows:
Mrs. Elsie Menendez - 50J. Celery Ave. (across
the street). Opposed. ......... This was her
"home" site.
Alma Hurston - 600 Pine Avenue -- Opposed.
Thinking of noise and air pollution.
Earl E. Williams - 602 Celery Ave. - Opposed.
Frances Roumillat owner of property on E. 14th St
(so. of Celery Ave.)
Opposed to rezoning the south side of Celery Ave.
No objection.to rezoning the north side.
Carl C..Resor - 513 E. Celery Ave. - Opposed.
Person named Crawford - Opposed for his mother
who lives not to far from this site.
Isaac Hines - Cypress Ave. — Opposed.
Josephine B. Graham - 1114 Pine Ave Opposed.
Rebecca.Smith 1117 Cypress Ave. - Opposed..
W llie Robinson — 1106 Cypress Ave - Opposed.
Alice A 1i - 1 108 Cypress Ave - Opposed..
James Green and Wanda Hallow also expressed
opposition.
Mr. Floyd A. Palmer of 535 Valencia Drive - local
citizen spoke in.behalf of Mrs. Hurston whereby she.is a
teacher in the local schools; has a nice home and consideration

should be given to placing a safety valve on a situation of
this type whereby he.felt that the lower rezoning eventually
would depreciate the value of their proPerty. To these people
this is their home and constitutes their savings throughout
the years.
Lillie W. Harris - 1104 Pine Ave. — Opposed, however
property is outside the proposed rezoning.
John H. Delasall - 1119 Cypress Ave. - Opposed.
Harms C. Chandler - 1117 Hickory Ave. - outside
the proposed rezoning area.
Mabel Matthews - 1100 Cypress Avenue - checked re
rebuilding home.in case:of destruction by fire.
Melissa L. Conyers - 1115 Cypress Ave - 2 lots away.
Opposed.
Son of: Georgia_ Murphy - 1116 Cypress Ave.
Opposed.
A few of the above also checked regarding their concern
that under the zone of M-1-they would not be allowed to re-
build their home in case it were .destroyed by fire whereby no
one, two or multiple,.family dwellings permitted.
Mr. Bush stated that this request for an industrial site
was disconcerning to him when there is so much M -1 area available
in Sanford that is unused. It was not necessary to keep in-
fringing upon areas such as this particular case.
It was indicated by the.Board that under the representation
of the property owners present and the majority expressing their
opposition to the .rezoning, a "naye" vote would be forthcoming.
Mr. Clarence McKee, Jr. stated that he did not realize
that the property owners in this area would be so opposed to
the rezoning of industrial anal, therefore, withdrew his re-
zoning request.
It was brought to the.Board's attention by the Board of
Adjustment's memo that they recommended an amendment in the
front yard requirement in the R -3 multiple .family district from
that of 25 feet for a single and 2- family dwelling to that of .

20 feet. Thereby daieting: Item 1. and 2. under Section 4.
Yard Regulations on Page 19 of the Zoning Ordinance. This
would also apply to the R -6 zone.
Moved by Mr. Karns, seconded by Mr. Wharton and carried
that the above recommendation be accepted and.the amendment
referred to the.City Commission for acceptance and so made.
It was brought to the Board's attention that - Used
Car Lots are not permitted .in-the C -1 zone whereby it had
restricted a local person the use of the NW corner of French
Ave. and.24th Street in particular regarding a lease thereof.
Since the interested party had since found a proper
zoned location, the.Board deferred action.
The long -time home occupation use at 2012 Grandview
Avenue.of a plants and shrubs nursery in an R -1AA area was
brought to the Board's attention..
It,was stated that the operation had been there for
approximately 4 years; appeared to be clean; no sales on the
property ;'and that it was a use that possibly could be con-
trolled by the City Commission in the issuing of a occupational
lisense. No action was taken on the matter.
There being no further business, the meeting adjourned.
