City Hall, Sanford, Fla.
Members present were: Messers. McKibbin, Davis,.Harris,
Johnson, Wharton, Bush, and Smith.
Also present was City Manager Knowles.
Meeting was called to order by Chairman McKibbin.
Col. Harry J. Furman of the Benarr Macfadden Foundation,
a military school.for boys, appeared before the Commission re-
garding the former property of the Giants Dormitory at the NE
coener of 'Mellonville and Celery Avenues.
The property had been purchased by the.foundation and
Col. Furman is to be the supervisor for the new school to be
known as SANFORD NAVAL ACADEMY.
Col. Furman approached the Board regarding the set back
requirement in the R -3 zone of the amended 20' whereby they
proposed placing a 50 -foot addition on the .front; thereby
bringing the building almost to the front property line on
Mellonville.. This would create an approximate.overlap of 14
to 18 feet into the front yard set back requirement.
Col.. Furman informed the.Board that time was of essence
since they were to open the.first . of- September of this year.
Their plans were to construct additions to consist of a swimming
pool, auditorium, classrooms and administrative .offices.
City Manager Knowles explained to the.Board thatthis was
a problem that did not fit into any category, but that Col. Furman
had the prerogative to approach the Board as to their thoughts
or any they might wish to make to the .City Com-
mission for their meeting :of .June 24th.
After some figure work by the.Board and Col. Furman it was
shown where the school could hold a set back of at least 10 feet
of the 20 -foot requirement.

Chairman McKibbin pointed out that Mellonville Avenue
has an 80 -foot right -of -way; Mellonville in the.stadium and
military school areas had been widened to some extent; and,
therefore, he felt that a hazardous traffic problem would not
exist.
On suggestion by the Board, that the addition be placed
either to the north or south of this existing building, Col.
Furman explained that Mr. Weigers, Chairman of the Board of
Directors in New York, felt that it would be more aesthetic
and academia looking on the Mellonville Avenue frontage. Also,
Pe.lery Avenue was narrow and would present a traffic hazard to
any loading and unloading Whereby the addition would also serve
as a passageway during bad weather.
A lengthy discussion of pro and con followed as to legal
recommendations.
Moved by Art Harris, seconded by William Bush and carried
unanimously.that it be recommended to the.City Commission for
a rezoning from that of R -3 to that of C -2 the two and one -half
(2k) acres that contains the existing and former dormitory of
the Giants. Legal being: 300 x 350 feet of the NE cor. of
Mellonville and Celery Avenues and /or of Lot.24, Pace Acres.
Also, unde th a ommendation., a .special building
pe.rmit.be issued /� . yupon the fulfillment of the legal
requirements for the rezoning.
The Board's motion and recommendation was based on no
front yard requirement in the C -2 zone and business colleges,
vocational schools, trade and private schools operated as
commercial enterprises are an allowed use in this zone.
Further, it was felt that it should not be considered
as strictly spot zoning whereby the.only two property owners
affected within this area from 8th Street south to 13th and /or
Celery and from Mellonville east approximately 1,071 feet would
be the (Uty and the military school.
There being no further business, the Board adjourned.
