Regular Meeting- September 19 , 1963
8:00 P.M. - City Commission Room - City Hall
Members present were: Messers. McKibbin, Davis, Karns,
Harris, .Smith, Wharton, and Lee. Also present were City Manager
Knowles and Assistant Building Official Risner.
Meeting was called to order by Chairman McKibbin.
Reading of the previous minutes was waived.
Reconsideration was given to a previous recommendation
to the City Commission whereby private tutoring would be allowed
as a conditional use in the R -lAA zones.
T In their reconsideration, the.Board felt that private
tutoring could cover more than ,just the possibility of private
instructions in swimming and tennis and also could be interpreted
as allowing a commercial use in this zone.
Moved by Mr. Wharton, seconded by. Mr. Davis and carried
unanimously that they so recommend to the City Commission that
their prior recommendation to amend the zoning ordinance to
allow private tutoring in the R -1AA zone as a conditional use
be rescinded.
Consideration was given to an observation that the area
of Oak to one -half block west of Laurel between 4th Street and
one -half block south of First Street could be rounded out with
a rezoning.from M -1 and R -3 to make it contiguous with the C -2
zone. This would then eliminate the M -1 and R -3 area north of 4th
Street. Apparantly this was an observation from a local citizen
to encourage downtown growth.
Due to no immediate urgency regarding the area at this
time, there was no official action taken.
The Board took under 'consideration a verbal and informal
request from Mr. Middleton regarding his property in the Cottage
Hill Subdivision whereby he felt that the zoning should be lowered
from an R -lAA to an R -IAL in order that he might sell the property.

This is the same property whereby a public hearing was held
for a rezoning on September 5, 1963.
After considerable discussion of the area and its potentials
as an R -lAA zone, it was moved by Mr. Karns, seconded by Dr.
Smith and carried that the request for rezoning be denied.
Chairman McKibbin read two letters to the Board, compiled
by.him, one of which was to the City Commission outlining
Capital Improvements recommended by the City Planner and those
that have been undertaken. The.other letter was to the Down -
town Merchants Committee regarding suggestions, etc. The
Board complimented the Chairman on his letters as very well
written.
Under capital improvement thoughts and discussion the
following recommendations were made:
a) Moved by Mr. Harris,.seconded by Mr. Karns and carried
that, the Zoning and Planning recommend that through
the City Commission a Resolution be forwarded to the
County Commission whereby due consideration be given
to the acquisition of right -of -ways and the recon-
struction, which is to include the widening, of
Grapeville Avenue from First Street to Country
Club Road to meet the circumferential traffic
arterlies to assist the traveling public and to
relieve:the growing traffic congestion from the
area to the southwest.
b) Moved by Dr. Smith, seconded by Mr. Wharton and carried
that, it be recommended to the City Commission for
their urgent consideration of moving the existing
public library from its present location at 5th and
Oak to the old post office building downtown, which
was recently acquired by the City for this purpose;
and, if feasible that the City acquire the vacant,
abutting property to the west of the old post office
building whereby it could be beautified and used as
a walkway and rest area for people coming from the
municipal parking lot on the lakefront. They also
felt that this move would help generate shopping in
the downtown area.

The motion on the library included that the action
be in the budget year of 1963 -64, if the funds
had been so appropriated.
A letter dated 9/17/63 was read from Miss Emma Spencer
whereby.she stated that she was asking the City Commission
to remove her request for permission to build on Lots 0 -5
and 24 -26 in COTTAGE HILL Subdivision whereby she had antici-
pated giving private swimming and tennis lessons at her residence.
There being no further business, the meeting adjourned.
