HomeMy WebLinkAbout03.05.64ZONING AND PLANNING COMMISSION Regular Meeting - 8:00 P.M. March 5, 1964 City Commission Room - City Hall Members present were: Messers. McKibbin, Lee, Karns, Harris, Bush and Wharton. Also present were City Manager Knowles and Building Official Yelvington. Chairman McKibbin called the meeting to order. Minutes of the previous meeting was waived. A Public Hearing was held regarding the application of James W. and Violet S. Cook requesting rezoning of Lot 10, Block 6, Tier 11, from M -1 industrial to Rmultiple family to allow the construction of a residence. No /residential construction allowed in M -1 zoning under the new Zoning Ordinance. Above location being: Northeast corner of 5th Street and Cedar Avenue. Notice of public hearing published in the local Sanford Herald on March 3, 1964. It was noted by the Board that the west one -half of the block was zoned M -1 with the east one -half zoned R -3. Four persons appearing in behalf of the public hearing registered no objection to the r ping. The property owner had purchased the property prior to /C y adoption of a new zoning map and ordinance with the intentions of future construction of a residence. In consideration of the above, it was moved by Mr. Harris, seconded by Mr. Wharton and carried that it be recommended to the City Commission for the rezoning of the West one -half of Block 6, Tier 11, from an M -1 to an R -3 district. This would be rezoning Lots 6, 7, 8, 9 and 10, Block 6, Tier 11. Consideration was given next to the prior request of Mr. Kay.Shoemaker to rezone from R -lAA to R -1A an area north of 24th Street, east of the ACL R/R (at Glenway Drive), south of Grove Manor, and west of Mellonville Avenue for a subdivision as proposed and outlined on a plat submitted to the Board. Action had been .deferred at the meeting of 2/20/64 in order that all members could visit the area. 2&P minutes 3/5/64 -2- Mr. Shoemaker was present and stated that in talking with several appraisers that, due to the fact that there is a railroad track abutting the property and the entrance into the subdivision would be from an unimproved street, Glenway Drive, the homes could be financed only at $12,000 to $15,000 at the most. Comparison.between the R -lAA and R -1A requirements of the lot sizes and the square footage of the proposed homes was discussed to some length. Also, the possibility that the R -1A might be used as a buffer zone. Moved by Mr. Harris, seconded by Mr. Karns and carried that, subject to the City Engineer's approval, the proposed subdivision plat, as presented by Mr. Shoemaker, be accepted. Mr. Arthur Day of Stenstrom Realty appeared regarding the location of a C -1 zone at the southeast corner of 24th Place and French Avenue; lots 13 and 14, Beck's Addn. as to its being used for the placing of a self- service automatic auto washer business. Z&P minutes 3/5/64 -3- Due to the fact that this particular type of operation is allowed only in a C -2 zoning, Mr. Day requested that the Board give consideration to an amendment to the Zoning Ordinance whereby this use could be allowed at this location under C -1. No action was taken at this time.on the request. Due to the newly annexed area of the Sanford Shopping Center property on the east side of 17 -92; north of Onora Road; in- between the Horne property and the Lutheran Church, and east to a point to be contiguous with the Gramkow Funderal Home, it was moved by Mr. Karns, seconded by.Mr. Harris and carried that it be recommended to the City Commission for a zoning of C -1. Attention was called to a memo from the city manager's office whereby the City Commission was requesting the Zoning and Planning Commission to consider the developing of a new zone or to suggest an amendment to the existing zoning ordinance to allow a satisfactory use of such property as that south of Grandview Avenue, known as the muck bed. The thought being that regulations could be developed to achieve the end of clearing the land; ridding the area of snakes; and returning the area to a helpful and productive use. Chairman McKibbin presented the Board with a study that he had made whereby the aerial maps on file show an estimated 420 acres of land that for one reason or another appear to be unfit for dwelling.purposes. This being 10% of the total area of the City that because of muck conditions, adjacent to industrial or railroad properties, or because it is a buffer strip between white and colored housing, hadn't developed to the uses permitted under the present zoning ordinance. He felt that this warranted consideration for an agricultural district whereby a proposed amendment to the Zoning Ordinance was submitted for study by t r gpE4 d regarding an R -U - Rural Urban Dwelling District. This /fise would permit forests, groves, farms and truck gardening, nurseries and greenhouses, public recreation areas, golf courses, public schools, home occupations, and single Z&P minutes 3/5/64 -4- family dwellings and assessory buildings, but only after a building permit is issued showing a signed certification by the plumbing inspector that the lot has a satisfactory minimum standard of improvements upon.it for the dwelling structure to be erected. A lengthy discussion followed regarding such a use with no definite conclusions. It was suggested that the study be further continued at the next meeting.
