City Hall
Members present were: McKibbin, Smith, Karns, Harris,
Bush and Lee. Also present were City Manager Knowles, Building
Official Yelvington and Assistant Building Official Risner.
Meeting was called to order by Chairman McKibbin.
The Chairman had reviewed minutes from July 18, 1963,
through October 17, 1963, and recommended that they be accepted
as written.
Moved by Mr. Karns, seconded by Mr. Bush and carried that
the Zoning and Planning Commission go on record as commending
Mr. M. A. (Foots) Yelvington, City's Building and Planning
Official, for his fine work and effective efforts on behalf of
planning and zoning throughout the past years he has been employed
by the City of Sanford. Mr. Yelvington is leaving the City
of Sanford to take a similar position with the City of Ft. Myers.
Moved by Mr. Harris, seconded by Mr. Karns and carried that
a Resolution of commendation regarding Mr. Yelvington be forwarded
to the City Commission from this Board.
It was moved by Mr. Lee, seconded by Mr. Bush and carried
that, the new Building and Planning Official, Mr. Linvel Risner,
be recommended to the City Commission to attend the May 20th to
23rd Planning and Zoning's 5th Annual Conference in Tampa being
given through the Florida Institute General Extension Course
State Association.
The Board then discussed the revised proposal submitted
by the Building Official regarding amendments to the Zoning
Ordinance (Article Ill) whereby in the R -IAA and R -lA uses
permitted would be added as follows: -
-- agricultural pursuits such as forestry, groves,
nurseries, gardening, farming and truck gardening,
providing that NO livestock or other animals or birds
shall be permitted.
Also proposed: "Conditional Uses" in the R -1 and R -2

(Article IV and V) such as greenhouses, barns and other buildings
or structures normally associated with agricultural pursuits
providing that such buildings or structures shall be accessory
to the permitted use of agricultural pursuits.
These uses only after a review of an application or plans
appurtenant thereto and hearing thereon, the Planning Board
finds as a fact that the proposed use.or uses are consistent
with the general zoning plan of the City of Sanford, and with
the public interest. Also, with the review of the application
or plan, consideration would be given to the character of the
neighborhood in which the proposed use is to be located and
the effect of the proposed development on the value of the
surrounding lands, and further, a consideration of site area
as it relates particularly to the required open spaces and
off- street parking facilities.
The discussion was pro and con regarding the above proposed
amendments. It was mentioned that possibly fencing should
also be considered as a stipulation set forth if and when the
amendments were recommended to the City Commission for their
approval.
No action of recommending to the City Commission on these
proposals was taken at this time. Only that further study be
considered and discussed at the next meeting.
There being no further business, the meeting adjourned.
