ZONING AND PLANNING COMMISSION
Regular Meeting, Thursday,
August 20 1964 - 8 :00 PM
City Commission Room
City Hall - Sanford, Florida
Members present were: Chairman McKibbin, Johnson, Karns,
Lee, Smith and Wharton. Also present was Building Official
Risner.
Meeting was called to order by Chairman McKibbin.
Reading of the previous minutes was waived.

A public hearing was held on the rezoning application
submitted by Attorney. Kenneth Spaulding as Administrator for
the estate of Ted Burnett. Legal being: Lots 8, 9 10,
11 and 12, Block 4, Rosalind Heights; northeast corner of
Onora Road and Palmetto Avenue.
The Stemper Real Estate Agency represented a Mr. Tauscher
and a Mr. Beder as interested parties proposing to construct
a modern, multiple -unit apartment building to serve the area.
The request of rezoning being from that of R -2, one and two
family district to an R -3, multiple family dwelling district.
Mr. Stemper stated that the proposed purchasers were
planning initially from 8 to 12 apartments in a modern, two -story
building facing on Onora Road, setting back approximately 30
feet, with attractive landscaping on the front.
Mr. Spaulding submitted letters to the
Kader's and the Fisher's, who are property
immediate area, which stated that they had
the R -2 zoning to that of R -3.

Mr. Ott of 113 E. Onora Road, in an R -lA zoning.and on
an angle across the street from the property under hearing,
strongly objected to the.lowering of the zoning. He stated
that he was under the impression, until now, that the property
under hearing was zoned for single family dwelling rather than
the one and two family dwelling district, but still was objecting
strongly to any further lowering.

Mr. and Mrs. John Russell, living on Magnolia and diagonally
across from the property under hearing, was opposed to lowering
the zoning.
The Board mentioned the fact that, this same property
and administrator had been denied a rezoning request to that
of C -1 in September of 1962, due to the fact that it was for
speculation and there were no concrete basis for the request.
After lengthy discussion in an executive session, the
majority of the Board felt that Q SeRr3 zoning would be a
good buffer zoning between the /R -2 and C -1 and allow the long-
time vacant property to be put to use.
It was moved by Mr. Wharton, seconded by Dr. Smith and
carried that it be recommended to the City Commission that
the property on the east side of Palmetto Avenue from Onora
Road to the north city limits line, which includes Lots 8,
9, 10, 11 and 12, Block 4, Rosalind Heights, be rezoned from
R -2 to that of R -3.
The Building Official brought to the Board's attention
that some study should be given to the minimum set backs in
the C -1 and C-2 zones as set forth in the multiple family
districts pertaining to maximum lot coverage. No action
was taken at this time.
There being no further business, the meeting adjourned.
