Regular Meeting - 8 :00 P.M.
City Commission Room - City Hall
August 6. 1964
Members present were: McKibbin, Bush, Karns, Harris,
Lee and Dr. Smith. Also present were City Manager Knowles,
Building Official Risner, and City Engineer Albert Shaw.
Chairman McKibbin called the meeting to order.
Reading of the previous minutes was waived.
Mr. William Stemper of Stemper Realty approached the
Board regarding their consideration of setting a future date
for a public hearing to rezone the property at the northeast
corner of Onora Road and Palmetto Avenue from R -2 one and two
family to R -3 multiple family.
Legal description being: Lots 8, 9, 10, 11 and 12,
Block 4, Rosalind Heights. This property is presently under
the legal administration of Mr. Kenneth Spaulding.
Mr. Stemper stated that Mr. Bedder and Mr. Don W. Tauscher
of Maitland were interested in the property with an option to
purchase if rezoning were feasible whereby they wished to con-
struct modern apartment buildings.
The proposed plan would be to construct a two -story modern
apartment building with 6 to 12 units renting in the general range
of $100 per month. Some of the apartments, depending on demand,
would have two bedrooms.
It was moved by Mr. Karns, seconded by Mr. Harris and carried
that a Public Hearing be set for August 20, 1964, for the rezoning
hearing provided that the proper regulations were met by the
administrator of the property as set forth in the Board's policy
for rezoning hearings.
Mr. M. L. Raborn, Jr., appeared and requested that the Board
give consideration to an amendment to the Zoning Qrdinance whereby
laundry and dry cleaning establishments could be /combined use and
allowed in a C -2 zoning.
As presently set up in the ordinance, dry cleaning, dry
cleaning and laundry pickup stations are allowed in C -1 and C -2
and dying and laundry allowed in an M -1.

Mr. R.aborn stated to the Board that he presently operates
the Seminole Laundry on Nest 3rd Street in an M-1 zone and operates
a dry cleaning establishment in a downtown location at 113 So.
Palmetto Avenue in a C -2 zoning. He was contemplating at present
on combining the two plants as laundry and dry cleaning at the
downtown location. Under the combining operation, he proposed
to expand into the building to the north and modernize the location
with possibly an addition to the rear.
A general discussion followed regarding the fact that, in
the past years a laundry operation has become more refind whereby
there is no smoke and natural gas is used; all solvents used are
now non - inflammable for dry cleaning; both operations use steam;
and the two operations are now combining into one since the
two are compatible and it is preferrable to the public. In fact,
the combined operation is now referred to as "fabric care services ".
Mr. Raborn further stated that he proposed to have a drive -in
facility for loading and unloading, possibly between the two
buildings, with customer traffic exit out of.the alley off of
Palmetto Avenue onto 2nd Street. Also, with the combined operation
he would have approximately 35 to 40 employees.
On motion of Dr. Smith, seconded by Mr. Harris and carried,
it was recommended to the City Commission that the Zoning Ordinance
be amended whereby dry cleaning be deleted from the C -1 zone and
to include laundry and dry cleaning operations under the C -2
zoning districts.
The Board then took up the discussion from the last meeting
regarding proposed changes in the Zoning.Ordinance to allow agri-
cultural pursuits under the residential zoning districts such as
forestry, greenhouses, gardening, etc., as a conditional use.
The Building Official submitted a proposed study containing
the suggested changes as recommended by the Board in prior meetings
and discussions. This study dated 5/14/64.
Included, as conditional use, was the stipulation that no
sales or distribution shall be conducted on the property. Also,
no commercial or farm dusting operations shall be permitted on
the property.

After further lengthy discussion, it was moved by Mr.
Harris, seconded by Dr. Smith and carried that it be recom-
mended to the City Commission that the agricultural use of
land be permitted as a "conditional use" in all zoning districts
of.the City of Sanford as outlined in the proposed amendment
dated 5/14/64, and further addendum dated August 21, 1964.
A discussion was intered into regarding the city's
right -of -way on East 24th Street, west of Mellonville Avenue to
the railroad.
Moved by Mr. Harris, seconded by Dr. Smith and carried
that a recommendation be forwarded to the City Commission
strongly recommending that East 24th Street, from Mellonville
Avenue west to the railroad be opened for public use. This
recommendation was based on the fact that with the reconstruction
and widening of 25th Street in the near future, and since the
property owners north of 25th Street have only 25th Street on
the south for an access road into their property, it would
ease their situation with East 24th Street being an access
street on the north.
A discussion developed regarding the City's proposed
marina and /or lakefront development plan.
Moved by Dr. Smith, seconded by Mr. Harris and carried
unanimously that it be recommended to the City Commission that, -
When it is found by an engineering firm under preliminary
study that a lakefront development plan will be economically
feasible for the City to undertake, that the .City undertake
or see that it is undertaken to proceed with the actual con-
struction of the plan.
Mr. Harris stated that he hoped the City would also see it
feasible.to extend in the future the development further to
the.west of the plan.
It was further moved by Dr. Smith, seconded by Mr. Harris
and carried that the previous recommendation be amended to
include and go on record as follows: -

In giving their unanimous support, the Zoning and Planning
Commission recognizes that the Waterfront Development Program
may not monetarily pay for itself in the next few years, but
that in other areas where marinas have been established, the
local communities have prospered and the local governments have
gained monetarily from an increased tax revenue.
Therefore, it is recommended that the City create the land
and rent the land to private enterprise for the motel, restaurant,
and olympic pool development. And further that, it is felt
that the municipal and hotel interest should join on common
ground to intice AAU Regulation Swim Meets to meet in Sanford
in the motel wool.
There being no further business, the meeting adjourned.
