COMMISSION, CITY RAIL, SANFORD, FLORIDA, THURSDAY,
MARCH 3rd, 1955.

Chairman Brown called meeting to order.
Chairman Brown explained that this was a special meeting called
In order to invite all interested realtors, City Commissioners,
County Commissioners, and developers to discuss the situation
of colored housing in the City of Sanford and see just what
suggestions or help could be offered to an interested developer
and the city itself in this matter. (For details, please see
minutes of February 17th, 1955, regarding Mr. Odham's public
hearing on colored housing in one certain area and results
thereof) .
Mr. Odham stated thgt s ince last meeting, the price had ad-
vanoed on property/ discussed as a possible proposed site
for colored housing.
A discussion was then entered into as to sites, costa of facilities
pertaining to water and sewer extensions, if they were required,
possibility of refuse collections, if the silt; were outside of
city limits, and construction and maintenance of roads.
It was felt that the selected site should be close enough to the
city, so that the cost of facilities, if pertaining to Mater and
sewer, would not be too great. It was estimated that the ap-
proximate cost for water and sewer extension to the city is $5.00
per foot.
The question arose as to if the proposed site were between 1,000,
2,000 or 3,000 feet outside of the city limits, would a recommendation
be made that this area be brought into the city. Mr. Higginbotham
felt that every consideration should be given to the recommending
of the extending of the city limits for a negro housing site.

It was felt by several that the city has a certain amount of
responsibility to foster in regards to this situation and if
a builder or developer wishes to take the situation out of our
hands, we should not question his profit in the undertaking.
It was also felt that since the legislature meets in another
month, time element is against bringing in a proposed colored
site, if it were outside the city limits.
At this time, another varied discussion was entered into as to
a developer utilizing a little more investment and buying up
some of the colored vacant shacks in the Goldsboro area and
moving them. However, Mr. Stemper and Mr. Lundquist stated
that these shacks could not be bought, due to the fact that
they are old hamesUddj1_tp_th4 colored, therefore, being of
greater value to them money; and too, if they were con-
demned, with the above purpose in and if they were oo-
cupied, where would they live?- thus, creating more of a situation
rather than helping it. The question was brought up as to giving
the developer a boundary line to start with and also, should the
area be annexed before the development is started.
Mr. Hall, local realtor, suggested the American Fruit growers
land. However, Mr. Odham stated that the cost of bringing the
water and sewer facilities to the edge would run approximately
411,000 alone.
Mr. Archie Smith stated to Mr. Odham that if he decided to buy
a certain tract of land consisting of 90 to 100 acres, he would
be glad to purchase 50 acres from Mr. Odham, thus relieving him
of such a large area to be developed.
It was the general feeling of all that the site should be kept
to the Nest section of the city, if for no other reason than
the colored school being over there -
After discussion on all phases of the above situation, Mr. Lee
moved that the following recommendation adopted:
It is the feeling of this Board that there is a definite need
for a negro housing development and that there is apparently
no tract of land of sufficient size and suitably located that
is suitable for a negro sub - division and, therefore, the Board
recommends to any prospective builder of such a development
that they consider the general area adjacent to the Goldsboro
area:, outside of the city limits, and the Board recommends to
the City Commission that if a builder comes before the City
Commission for assistance in bringing sewer and water to the
border of a tract of land to be developed by him for negro
housing that the city assist to the limit of their finances
in constructing said sewer and water mains.

Motion of

Chairman Brown thanked everyone present for attending the meeting
and shoring an interest in the situation.
There being no further business, meeting adjourned.
