MINUTES OF REGULAR MEETING OF THE PLANNING
and ZONING COMMISSION, CITY HALL, SANFORD,
FLORIDA, THURSDAY - July 21st, 1955•

Chairman Brown called meeting to order.
Mr. Housholder moved that the reading of the minutes of the
last meeting be dispensed with and the board take up the re-
quest of Mr. Ralph Dean.
Mr. Dean's request was to re -zone from Rl -A to R -2, Lots 31
and 33 of Lane's Addition; exact location being the southeast
corner of 23rd Street and Palmetto Avenue. The purpose of this
request being to construct a block modern duplex.

Mr. Gut stated that inasmuch as Sanford could use more duplexes,
since the air base had increased its personnel, it was still not
the board's policy to re -zone just two lots and possibly the re-
quest would have to be made in a different manner; thus involving
a larger area. However, this suggestion would involve the senti-
ment$ of the people living in any proposed area, and thus it would
mean a time delay with the City Commission holding a public hearing.
It was suggested to extend the R -2 line northward to 23rd Street
and over to Sanford Avenue since there are not too many resi-
dential units in this area.
It was the feeling that the duplex or duplexes would provide a
rental space for navy couples or .working couples who do not prefer
to own their ewer home.
There was a discussion as to an R -2 zone permitting such as tourist
homes, cabin courts, and rooming houses. However, it was thought
that since the area in question was several blocks from Park Avenue,
the area would not be an inducement to the above mentioned.
Mr. Gut then moved that the area from the alley between Park &
Magnolia on the west side of Sanford Avenue, and east of 23rd
Street to Sanford Avenue and on the south by the north line of
the R -2 district be turned into an R -2 district, with the idea
that the board, under a gentlemen's agreement, will definitely
work on a composition as soon as possible in setting up an area

or areas for duplexes only.

Motion seconded by Karlyle
Mr. Knowles, City Manager, recommended to the Board members
that possibly an amendment to the Zoning Ordinance could be
made that would give the board permission to approve or dis-
approve applications of Mr. Dean's type.
Suggestion was also made that R -1 and R -1A areas be amended
to permit duplexes, but with a petition signed by 80,E of the
surrounding neighborhood giving their consent. However, the
floor area of a duplex in an R -1 and R -1A area might create a
problem with the possible aspect of requiring that it be pro-
vided with the floor area of one and one -half times that of a
single residence.
After the above suggestion of a possible solution, Mr. Gut
wished to withdraw his previous motion, which was agreeable
with his second.
Another point brought out during the discussion was the fact
that the R-2 zoning does not state any minimum floor area require-
ments for a multiple family dwelling.
Mr. Dean has not, as yet, had any concrete plane drawn up on a
duplex, but stated that the floor area would be approximately
1,200 square feet. NOTE; It was stated that the duplex recently
built on Park and 22nd were 26 x 35.5, thus making an approximate
floor area of 4;23•& square feet.

Mr. Knowles suggested that the Zoning and Planning Commission
might recommend that the City Commission give Mr. Dean a
"declaration of intent", since he was pressed for time, and
since they were in the process of working on a solution to
provide areas for duplex structures and the area requested by
Mr. Dean has been approved by the board.
After considerable discussion of Mr. Dean's request, Mr. Gut
moved that it is recommended to the City Commission that they
authorize the Building Inspector to grant to Mr. Ralph Dean a
permit to a duplex on Lots 31 and 33 of Lane's Addition.
The reason for this recommendation by the Zoning and Planning
Board in so recommending is due to their working on a change
in the Zoning Ordinance in the near future that would allow
such a duplex to be built. The urgency for dwelling space
we believe warrants this present request.
Motion seconded by Mr. Wilson and carried.
Mr. Gut also accepted Mr. Knowles recommendation in addition to
his recommendation to the City Commission and requested that it
be attached thereto. The above request was seconded by Mr. Wilson
and carried.

Mr. Knowles' recommendation is as follows:
It is understood that this request does not establish a precedent
and pertains only to this one particular request pending the
actual amendment to the ordinance thr.t would grant legal authority
for allowing construction of duplex buildings.
The request of Meriwether L. Smith to re -zone the Southeast corner
of Lot 1, Block 17, Chapman Tucker's Addition Ord & Cypress)
from the present zone of R -1 to C -1, was then taken up for dis-
cuseion. Mr. Smith wished to build a one -unit building to house
three stores facing on Cypress Avenue.
Since this area has hardly a single house and most of the sur-
rounding area is zoned as C -1, due to the fact that this area had
mostly non - conforming uses in there before the adoption of the
Zoning Ordinance in 1944, Mr. Gut moved that it be recommended
to the City Commission that all of Block 17 of Chapman & Tucker's
Addition, and that part of Block 19, west of Pump Branch Creek
and north of 4th Street be changed from an R -1 district to a
C -1 district.
Above motion seconded by Karlyle Housholder and carried.
There being no further business, Mr. Gut moved for adjournment.
