Knowles, City Manager Brailey Odham This special meeting was called to further discuss Brailey Odham's re- zoning request, which is listed in detail in minutes of October 20th 1955 due to the fact that some feeling was expressed by resi- dents in this Mellonville Avenue area as to lowering the zoning re- strictions. Mr. MoKibbin stated that some residents felt that the area directly facing Mellonville should stay as it is, and of course, there are always a few who prefer the whole area to stay as is. Also, it was felt that the property owners were due some consideration since the homes were to be constructed over a period of a year, and in this time the construction valuation or market for these homes could take a considerable decrease, therefore, the square footage could drop back to an area of 1,000. The alternative could be one of two things: (1) In the R1A zone the square footage be placed back to 1,200 feet or (2) adopt a new zone entirely. Mr. Knowles reported that the County had approved the City's recom- mendation for 50 foot street right -of -ways on this particular request. Mr. Odham stated that most of the lots in this proposed area will run approximately 80 x 125 feet; FHA appraisal is approximately $1,750 /per lot, which includes water, sewage and street improvements. It was felt that perhaps property facing on Mellonville should be kept as is for a d�e,Ppth of 175 feet back, and then the balance be put into an R3-L' and/$tissibly a new zone of R1AA, -1. Mr. Odham stated that since the homes facing on Mellonville were to be of 1,600 square footage, he felt that 125 feet back off of Mellon - to be kept as is would be sufficient. After final discussion and conclusion, Mr. MoKibbin moved that recom- mendation be made to the City Commission for adoption of the newly suggested zoning classification of R1AA -1; copy attached for official part of these minutes. Motion seconded by Jimmy Wright and carried unanimously. P & Z Minutes November 1, 1955 - Page 2 The above newly created zone carries the same uses permitted as under R1AA, except for "first floor area" requirements, which reads: (a) For 2j story dwelling, 900 square feet (b) For 1i story dwelling, 1,200 square feet (c) For 1 story dwelling, 1,300 square feet Mr. Wilson then moved that the following recommendation, superseding reoommendation made by the board on October 20th, 1955, be made to the City Commission for their approval: All of the property presently zoned RIAA on both- sides of Mellonville Avenue, south of the extension of the north right -of -way line of Washington Street In the Cottage Hill Sub - division and the Bel -Air Sub- division and north of 24th Street shall be re- zoned RlA.A -1, with the exception of the lots fronting on Mellonville Avenue according to the replat approved by FHA, which shall remain R1AA. Above motion seconded by Mr. Wright and carried. It was mentioned that possibly in the near future, the board should work on the proposal of consolidating the zones of R1, R1 -X and R1 -B into one zone. Referring to the proposed Section 62, Duplex Districts, a copy of which is made an official part of these minutes, and which was sub- mitted by Mr. McKibbin, action was deferred until a later meeting. Mr. Knowles wished to commend Mr. McKibbin on his fine work in con- structing the new RlAA -1 area and the proposed duplex district recom- mendation. It was also brought out that Mr. Howard Faville, President of First Federal Savings & Loan Association could possibly be the board's new member to fill the vacancy created by Mr. resignation.
