HomeMy WebLinkAbout08.02.56ZONING & PLANNING COMMISSION - Regular Meeting Thursday, August 2, 1956, City Hall Members present were: Brown, McKibbin, Grier, Karns, Lee, Faville, Morgan. Also present were: M. A. Yelvington, Building Official and City Manager, '1. E. Knowles. Mr. Brown opened the meeting and welcomed the two new members. Mr. Yelvington then proceeded to raise questions on the various problems he had encountered. First was the question of off- street parking requirements in regards to a permit for Mr. Slack on East 3rd Street. Mr. McKibbin moved that three spaces be required, subject to review by the Building Inspector and City Manager. Mr.. Karns seconded the motion and it carried. Mr. McKibbin then moved that the area of porte - cocheres and car portes be excluded from the dwelling area computation under Section (G), Rl -AA Uses. Mr. Karns seconded the motion and it carried. Mr. Lee moved that under the same section the word "attached" be deleted and the word "car porte" added. Mr. McKibbin seconded the motion and it passed. Mr. Yelvington asked if the Commission wished to include the area of storage or utility rooms in computing the dwelling area of a house. Mr. McKibbin moved that the areas be included so long as such area does not exceed 5% of the minimum dwelling area require- ments of the particular zone. Mr. Faville seconded the motion and it passed. It was decided that outside dimensions are used in computing the dwelling areas. Mr. McKibbin moved that, in the R1 -X, R -3 R -4, and R -5 zones, the minimum dwelling area shall be computed by excluding porte- cocheres, porches, car portes, and garages and that the word "attached" should be deleted from the respective sections. Mr. Morgan seconded the motion and it passed. Mr. Yelvington pointed out that there was no minimum dwelling area required in R -1 and R -2 zones. The question was tabled pending further discussion. Mr. McKibbin moved that the occupancy requirements of the R1 -X and R1 -B be similar to that of the Rl -AA, R1 -A, R -1, and R -2 zones. Mr. Lee seconded the motion and it passed. Mr. Yelvington requested a definition of the word "reverse" as used in the ordinance. To clarify the use, Mr. McKibbin moved that any accessory building shall not be built closer than 5 feet to the interior property line. l V Z & P Commission - "Minutes" August 2, 1226 -- Page 2 Mr. McKibbin moved and Mr. Morgan seconded the motion that an accessory building shall not be built closer than five (5) feet to any lot line. The motion passed. A discussion on establishing the frontage of a lot was tabled. Mr. McKibbin then read the letter from Smith & Gillespie as included in the minutes. The meeting then adjourned. fLlt C hairman cretary a MEMORANDUM (Information) The Zoning and Planning Commission at their meeting of August 2, 1956, recommended that the following changes be made in the Zoning and Planning Ordinance: 1. Under Section (G) R1 -AA, Uses: The area of the porte - cocheres or car portes be excluded from computing the dwelling area and that the word "attached" be deleted from the ordinance. 2. In computing dwelling areas, the area of storage or utility rooms may be used but not to exceed 5/ of the minimum area requirements of the particular zone. 3. Under the R1 -X, R -3, R -4, and R -5 zones, the minimum dwelling areas shall be computed by excluding Porte- cocheres, car portes, garages, and porches and that the word "attached" should be deleted from the respective sections. 4. The occupancy requirements of the R1 -X and Rl -B zones should be made similar to that of the R1 -AA, R1 -A, R -1, and R -2 zones. 5. An accessory building should not be built any closer than 5 feet to any lot line.
