HomeMy WebLinkAbout10.11.56 Special- (1) Special Meeting of the Zoning and Planning Commission October 11, 1956 Members present were: Chairman Brown, Faville, Collins, Housholder, Karns, and Lee. Also present were: Building In- spector Yelvington and City Manager Knowles. Mr. George Simons of Jacksonville suggested that Sanford needed a comprehensive development plan which is a series of several plans. These plans are developed and studied,. The analysis is then projected into the future for the community. The studies would include: 1. Economic potential of the community a. Industrial b. People - by age groups AO 2. Land use inventory by studying the building permits to show trends (L 3. Street design ` 4. Recreation or parks plan M 5. Public facilities - such as needed utility extensions Q 6. Regulations or ordinances - such as sub - division Z regulations or revising the zoning ordinance This is known as a package plan, but they would have a final analysis with the Commission and it would not be as one man's opinion. The plan would be submitted and then implemented by a staff or planning department. It needs a man to keep the plan alive. Mr. Simons pointed out that something always results from the plan. He pointed out that it is important to meet with the public. He estimated that the plan would not exceed $15 :0 and could be extended over two budget years. If he came into work with a consultant, the cost would be $100 /per day and expenses. The comprehensive plan would list the projects in order of priority and the list would need to be revised every 2 or 3 years. The request of the First Christian Church was then taken up. They requested that the present zoning of R1 -A be changed to Rl to allow them to erect an educational building. Mr. Housholder moved that this be recommended to the City Commission and Mr. Faville seconded the motion.
