November 1, 1956
Members present were: Brown, McKibbin, Faville, Karns, Lee,
Collins, and Housholder. Also present were Building Inspector
Yelvington, City Manager Knowles, Mr. George Russell, Mr. Osteen,
and Mr. Dribble. The last three represent the firm of Russell and
Axon from Daytona Beach, Florida.
Mr. George Russell -- city planning is planned community progress
to avoid the waste of money in future progress. They would use a
staff and and an engineering approach to the various problems.
Sanford needs an overall comprehensive plan, but the city might
be ready only for particular problems such as zoning, recreation,
water, storm sewers, streets, etc.
The work would be performed as follows:
1. Prepare a map
2. Set down problems
3. Make a priority list
4. Discuss with Zoning and Planning Commission in the
rough form
Suggested three ways to keep the planning alive:
1. Annual report of changes and what should be accomplished
for next year.
2. Annual report by city manager.
3. Consultant report every three years with annual reports
by the city manager. This he believes to be the best
plan.
Estimated costs and time:
1. Condensed version for $2,500.00 -; taking one year.
2. Overall report for $12,000; taking 18 months.
The plan would be for 20 years. They will recommend "types"
of industry.
