ZONING AND PLANNING COMMISSION
Regular Meeting
October 3, 1957
Members present were Messers. Brown, Johnson, Karns, McKibbin,
Faville, Collins, and Lee. Also present were Building Inspector
Yelvington and City Manager Knowles.
Chairman Brown cAlled the meeting to order.
Mr. Kay Shoemaker was present to discuss his request for re-
zoning from R -1 to C -1, Lots 1, 2, and 3. Block 1, 2nd Section of
Dreamwold. After considerable discussion, Mr. McKibbin moved that
they recommend the rezoning of these lots from R -1 to C -N.
Seconded by Mr. Karns and passed.
John Owens appeared in regards to his request for rezoning
of Lot 13, Block 1 Fairview, from R -1 to R -3. It was brought
out that all five lots on the south end of this block were owned
by colored folks and that a colored home had existed on Lot 27
for over 25 years. Chairman Brown requested that the matter be
deferred until next meeting due to the request coming in so.late
that the members were unable to view the property.
Mr. Faville moved to request the City Attorney for a written
opinion in regards to the Board of Adjustment granting a variance
that permits a garage apartment in an area that does not allow it.
Seconded by Mr. Johnson and passed.
Mr. McKibbin spoke out that past policy has not allowed the
colored zones inside the city limits to expand. He believes that
it would be a bad example to recommend any expansion as requested
by Owen's rezoning.
Mr. Brown brought to the Commission's attention the fact that
the Florida Zoning and Planning Association is having a convention
in Miami on October 17 -191b. Mr. McKibbin moved that they recommend
to the City Commission that a delegate be sent with all expenses
paid and suggested either the building inspector or city manager.
Seconded by Mr. Collins and passed.
Mr. Brown informed the Commission that the County Zoning Board
had recommended the adoption of the zoning requirements to the
County Commission.
Mr. McKibbin brought up for further thought that the Com-
mission may want to consider recommending the establishment of
a parking authority. The purpose would'be to provide additional
parking lots.
Mr. Yelvington discussed several needed changes with the
Commission. They were as follows:

1. Reduce the lot area requirements in the R -2
districts from 3,000 square feet to 2,900
square feet to allow two - family units to be
constructed in this zone.
2. Although multiple family zones for both white
and colored require ten foot side yards, it is
suggested that single family dwellings in these
zones would require seven and one -half foot side
yards.
3. It is suggested that a paragraph be added to
R -2, R -4, and R -5 zones to allow garage apart-
ments to be built provided it does not occupy
more than thirty percent of the total lot area
and only when used with a single family dwelling
as the main building on the lot.
Mr. McKibbin moved that the above three recommendations be
submitted to the City Commission. Seconded by Mr. Faville and
passed.
There being no further business, the meeting adjourned.
