HomeMy WebLinkAbout11.21.57ZONING AND PLANNING COMMISSION Regular Meeting November 21, 1957 Members present Were Yessers. Brown, Talley, Collins, Karns, Johnson, and Morgan. Also present were Building Inspector Yelvington and City Manager Knowles. Bar. Brown opened the meeting. The minutes of the previous two meetings were read. They were approved upon motion of Mr. Brown, seconded by Mr. Karns and passed. The First Christian Church requested that Lots 1, 2, and 3 Block 13, San Zanta Sub - division be rezoned from R1 -A to R -1 so that an off -- street parking lot and an educational building could be constructed. Mr. Johnson moved that the request be approved and recommended to the City Commission. Seconded by Mr. Karns and passed. The proposed discussion of duplex areas was tabled until the next meeting when Mr. McKibbi.n could be present with his suggested overlay map. The entire Commission had a very general discussion on city planning, revision of the zoning ordinance, changes in the code classification of the various zones and the need of a land use map of the city. No action was advanced on any points. However, Mr. Knowles suggested that the Commission should not get too drastic in their rezoning and revision and to still give thought to the fact that they must have a future city planner. Also, under this dis- cussion, Mr. Morgan suggested that some future thought be given to eliminating parking on one side of Sanford Avenue from 1st Street to 131 Street. Mr. Yelvington read a Birmingham, Alabama ordinance on the "Certificate of Adequacy ". He stated that St. Petersburg had used the ordinance a few times and found it to be most effective. However, it was considered a matter for the City Commission and so no action was taken. Mr. Yelvington also discussed the fact that the owners of the duplex on the north side of 20k Street, east of French Avenue, wished to construct a Florida room and a garage on the rear of the duplex. Since a variance had been granted to allow the duplex to be con- structed in a single family zone, Mr. Yelvington termed it a non- conforming use and would not issue a permit. He was referred to the city attorney regarding the granting of a variance relieving the restrictions on that particular piece of property and, there- for, it is not a nonconforming use. However, he Was requested to contact Mr. Faville to see if he could attend. There being no further business, Mr. Morgan moved that the meeting adjourn. Seconded by Mr. Johnson and passed.
