Building Inspector Yelvington felt that there would be controversy over
the fact that if a duplex construction met all the requirements in an R-1 zone
under the proposed regulations being discussed, then how could you explain the
fact to a person that they would not be allowed to convert an older building
into two apartments in the same zone even though they too could meet all the
requirements as to area and frontage required, plus the front, side and rear
yard requirements.
City Manager Knowles felt that the board was creating a variance for
duplexes and their regulations by ordinance, and questioned the legality of so
doing.
Upon motion of Mrs Faville, seconded by Mrs Harris, and carried, the
following recommendation was made to the City Commission in regards to regu-
lations for the duplexes under overlay areas&
