ZONrNG AID PLLWNG CO1WSSION Regular Meeting - 740 P*Y* May 1, 1958 Members present were Messersi Molibbin, gaaraus, Johnson, Faville, Morgan, Lee, and Talley: Also present was Building Inspector Yelvington. The minutes of previous meetings dated March 29, 1868 and April 5, 1888 were read and approved. lire Gordon Frederick, local lawyer, and Mars Kay Shoemaker, local con- tractor, appeared in behalf of the request of Mre John Ms Cameron to rezone from am'R -1 to that of C-2 Lots 8 and 10, block 14. Tier 6= being the northeast corner of 15th Street and Elm Aveaaues With this rezoning it would then be feasible for Mrs' Cameron to operate a printing shop, for which the property was bought. It was discussed to some length that the three abutting corners at this intersection were already housing commercial ooancernsi namely, Patrick Fruit Company, Qatchel's Looker Plant, and Sanford Cleaners. Mr* Shoemaker informed the board that he and the Building Official had reviewed the specifications or plans on the proposed building and so far they were in order* Mr. Shoemaker also told the board that he was providing for ten (10) off - street parking spaces* It was brought out that Mrs Cameron bad also purchased property running east to Myrtle Avenues namely, Lot 4, which was originally the Tyre home Mrs Faville pointed out to the board that Lot 7 contains the home of Mrs* Hughey and Lot 8, an abutting vacant lot is also owned by here Mrs Lee felt that there would be no opposition on the rezoning of this property Since Mrs Morgan felt that it was in line, he moved to rezone Lots 6 and 10 to a C -2 zones At this point Mr* Barnes requested Mrs Morgan to reconsider his motion by pointing out that it would make more uniform zoning and round out this corner by including Lot Be Therefore, Mrs Morgan ammended his motion to include Lot Be Motion to rezone'to a C-;2 zone on Lots 8, S, and 10 Block 14, Tier 6, was seconded by Mrs Karns* Notion carried unauimou Also, it was the consensus of the board that it be recorded and for- warded to the City Comoiiseion, with the above reoo=sndation, - "that they felt this request was justified in the fact that the other three corners at this intersection are zoned commercial, and existing commercial buildings are contained thereon, and by including Lot 8 this would round out the corner and conform to more uniform zoninge However, if there should be augr controversy over Lot 8, it is requested that all consideration be given to the rezoning of Lots 8 and 20* Since Mrs George Andrew Speer notified the office of the City Manager that he could not accept his official appointment, made by the City Commission to the Zoning and planning Commission, Mr* MoSibbin then asked the board members for suggestions of eligible montc fill the one vacancy on the board* ors Z & P Minutes Page - ?z - May 1, 1958 Mre Morgan - moved that the following four names be suggested to the City Commission, provided that the gentlemen live inside the city iimitse Edwin Shinholser Ralph Pezold Carroll Burks Herbert S, Hirshberg Motion seconded by Mrs Johnson and carried* fir. MoKi.bbin rendered to the board a short report on the outooms of the public hearing on County Airport toning which was held on April 8 at the Court Houses Mrs Malibbin is a meaber of this comsti.ttees He stated that there was a large public turnout for representation on this matted especially by those residents living in the affected areas. There was no action taten on the recommendations submitted by the Bounty Airport Zoning Committee* The majority of the public attendance felt that the proposals were unconstitutional and would not comply with the State Constitution. It was hoped that the County Zoning Board could work out some solution which would be feasible to the residents in the affected areas of the ]naval Air Station. We Mo ibbin informed the board members that their duplex overlay work had been ruled out on legality by the City Attorney and was referred bsok to theme Chairman Mogibbin asked the board to continue to give this situation some individual thought] possibly along the lines of& (1) samms areas in the Rr-1 or R-IL zones that could be rezoned to an R-2 area for duplex oonstruotion= (2) set up a zone of R -2A which would permit a duplex, but not multiple family homse. The City Manager was not available, due to other commitments, to re- port on the recoma endation of the board to the City Coismission to make Sanford Avenue a one -way street, going north. However, it was mentioned that the recommcsndation had been defend by the City Commission awaiting cost figures from the City Manager on the widening of Sanford Avenue in the commercial district. These figure® were made available to the City Comameission at their meeting on April 28, 1958, Chairman MoKibbin then brought to the board's attention the proposal in the previous minutes made by Mrs Faville regarding the left hand turn situation onto Park Avenue from the east -west alley at the side of Radar's Jewelry Stores After discussion, Mrs Faville moved that it be reoomerended to the City Commission that - the east -west, one-way alley, south of Kader's Jewelry Store be designated for a "right hand turn only onto Pkrk Avenue - and thus eliminate much of the traffic congestion by not allowing a left hand turn onto Pkrk Avenuee Motion seconded by W e Ale Lees Motion carried* E & P Minutes Page - S - May 1, 1958 Building Official Yelvington asked the board members for an interpretation, or the intent, of their previous reoomomendation in regards to the rezoning of the south side of Celery Avenue. He explained that there appeared to be a slight technical error in the property desoripbione (affecting the immediate south-west corner of Mellonville Avenue and Celery Avenue) in rezoning from a commoroial zone back to a residential zone, but that he would straighten it out with the City Attorney with a possibility that the ordinance would have to be rewrittene ?here being no further business at hand or for disoussion, Mre Morgan moved for adJourneent Motion seconded by Mr. Karns and carried. rmsn
