ZONING AND PLANNING COMMISSION
Regular Meeting
7:30 P.M.
November 20, 1958
Members present were: Messers. Lee, Morgan, Johnson,
Faville, Harris, Karns, Talley and Kirtley.
Also present were: City Manager Knowles and Building
Inspector Yelvington.
Meeting was called to order by Vice - Chairman Howard
Faville.
Mr. Wight Kirtley, a new member of the board was welcomed.

The "minutes" of November 6, 1958, were read and approved.
The Building Inspector then presented Mr. Hardster, who
will be operating the minature Putt -Putt Golf Course on French
Avenue, which is now under construction.
He presented to the board a sketch for off - street parking
showing spaces for 7 cars on the north side and 6 cars on the
south side of the parking lot. However, the board was told
that the adjacent off- street parking of the "Burger King". to
the south of the golf course would be utilized also in relation
to more parking spaces, plus the use of their exit.
Since it was agreeable with the Lessee of the Burger King,
(Mr. Solomon) and due to the fact that the off - street parking
for the two businesses were adjacent to each other with one
complimenting the other, with no fences separating them, Mr.
Morgan moved that the Zoning and Planning Commission approve
the plan as shown on the sketch and as set forth in the above
mentioned agreement. Motion seconded by Mr. Harris and carried.
The Building Inspector reported that the Pierro Mfg. Co.,
which is constructing on the site of the southeast corner of
the intersection of 4n Street and Pecan Avenue, west of the
new housing project, had not, to date, brought in any new plans
regarding their off - street parking. This company has since changed
their plans by adding a warehouse on the site where the proposed
off- street parking was to be placed.
The next item was the off - street parking regarding Mr.
Baggerly's new proposed building just south of his existing
appliance store on South Orlando Drive at Elm Avenue. The
building is to house a grocery business, operating from 7 A.M.
to 11 P.M. The sketch showed a total of 18 off - street parking
spaces, which included 7 spaces to the rear and off of Elm Avenue
for employ parking. After some discussion on the "bread and

milk" customers, plus the ample space to permit the loading
or unloading of merchandise, Mr. Kirtley moved that the 18
off - street parking spaces be approved. Motion seconded by
Mr. Lee and carried.
The previous rezoning request to an R -2 zone made by the
Harrison's in the 1300 Block on Palmetto Avenue was discussed
along with the survey report submitted by the Building Inspector.
The area from 13b Street to 142 Street and from Park Avenue to
Cypress Avenue had originally been under discussion for a possible
rezoning. The report showed that in the immediate area from
Park Avenue to Sanford Avenue, between 141 and 151 Streets
and up to the entrance on Valencia Drive there were only three
(3) apartments in the main homes. The Building Inspector stated
that so far there have been no multiple family permits requested
in his office for this immediate area now under consideration.
Since the board felt that the trend or demand so far had
not reached this immediate area for apartments, and the area
was not, as yet, down- graded to this particular zoning, plus
setting a precedent for other areas in the city, Mr. Lee moved
to deny the rezoning request to an R -2 zone. Motion seconded
by Mr. Harris and carried. The board based their final decision
on the fact that there was no justification for the rezoning of
this area at the present time.
Mr. Yelvington stated that he was getting off- street parking
information of a later date from the different locales and would
compile them for a report in the near future.
There being no further business, meeting adjourned.
