"Minutes"
Regular Meeting
December 4, 1958
Members present were: Messers. McKibbin, Karns, Kirtley,
Talley, Faville, Johnson, and Lee.
Also peresent were: City Manager Knowles and Building
Inspector.Yelvington.
Chairman McKibbin called the meeting to order.
The first item of business was the request of Rev. J. H.
Messer of the Church of God of Prophecy, 2503 Elm Avenue, to re-
zone Lots 2, 3, 5 and 6, Block 3, Dreamwold, 2nd Section, from
that of R -1 to either a C -1 or C -N zone.
Rev. Messer explained to the board that this would then
facilitate the conversion of the present church structure into
• duplex unit for sale purposes to aid in the construction of
• new church. However, the new church site was not known at
this time. Rev. Messer stated that from information obtained
from a few of the adjacent property owners, they would not object
to the rezoning.
The Chairman told Rev. Messer that the board wished to
take the situation under advisement and would inform him of their
decision.
Referring to the previous minutes, approximately one year
ago, this same area had been submitted in a request to be rezoned
to a multiple family zone for practically the same purpose and that
being to convert the church building into an apartment house, with
the purpose of using the funds for new church construction. How-
ever, the request was denied at that time.

Mr. Kirtley then moved that based on the previous discussion,
that action on the request be deferred pending the opinion of the
property owners in Block 3, Dreamwold, 2nd Section; from 250 Street
south to the existing commercial property; between Elm and Myrtle
Avenues;- -(This being the east side of Elm Avenue and the west side
of Myrtle Avenue) to the rezoning to that of a C -N neighborhood -
commercial) zone. Motion seconded by Mr. Talley an passed unani-
mously.

It was also specified that Rev. Messer would be informed
of the action taken and that the opinion of the property owners
would be in the form of a petition to the fact that they would
have no objection to the rezoning of their property.
The re -plat for the sub - division development called "San
Sem Knolls ", located between 186 and 20% Streets and Chase and
Marshall Avenues, was next submitted for the board's approval
regarding the compliance with the zoning requirements in this
area. The developer had proposed the changing of the lot sizes
in the existing block from 50' to that of ?5' and eliminating
the alleys as originally platted. Mr. Talley moved that the
replat be approved and accepted. Motion seconded by Mr. Faville
and carried.
Under miscellaneous business of the board, it was suggested
that the city might consider the idea of asking for legislative
authority and proceed to set up a "parking authority ".
It was brought to the board's attention that several books
published by the Eno Foundation on parking were now available to
the members.
Action was deferred with reference to request of the
Building Inspector regarding the minimum size for apartments.
There being no further business, Mr. Faville moved for
adjournment. Motion seconded by Mr. Talley and carried.
