McKibbin, Kirtley, Lee, Harris, Faville, Morgan, Talley, and Karns. Also present were: Building Inspector Yelvington, Clarence McKee, John Krider and Richard Parrish. Meeting was called to order by Chairman McKibbin. The special meeting was called due to the urgency of the request submitted by Mr. Clarence McKee to rezone from an R--2 to a C -2 area all of Block 7, Tier 14, E. R. Trafford's Map of Sanford; between 5m and 62 Streets and between Pecan and Avocado Avenues. Mr. Krider of the Chamber of Commerce stated that they had been approximately 7 months in the process of helping Mr. McKee find a suitable location for the Ne -Hi Bottling Company to locate their $75,000 investment in a building and equipment in the City of Sanford other than in a surrounding community. Mr. McKee told the board members that the local concern had purchased the Daytona operation, but rather than continue with the operation there because of its run -down condition, it was decided to close the plant and had now placed 2- shifts at the Sanford bottling plant. Their territorial franchise now goes all the way to Cocoa and as far as Palatka. Also general information submitted by Mr. McKee was a contemplated 70' x 140' Butler or Dixie Steel type building on the south one -half of the block on the corner of 66 Street and Pecan Avenue with the first 60' to be of concrete block structure, open span type building; a storage and truck loading area running back for approximately 80 and, the rear area to be fenced -in. The 35' trailer trucks would come in on Pecan Avenue, swing through and come out on 62 Street. Mr. McKee also stated that their heavy season starts in the month of May, and if there was any possibility that they could not be in the proposed building before that time, the matter would have to-be deferred for this year. In discussing the area in general, the board felt that in this vicinity Pecan Avenue was slowly building up to being a com- mercial street, plus the surrounding area containing low- grade' and section houses, plus a colored section, plus railroad property. V w w CL D ry O O m w 10 v w w CL 66 O O M Z & P "minutes" Special Meeting January 9, 1959 Page 2 Thereupon, Mr. Harris moved that a recommendation be made to the City Commission for rezoning of Block 7, Tier 14 E. R. Trafford's Map of Sanford, from that of a multiple family zone to that of 0-2 (commercial - industrial) and a public hearing so set. Motion seconded by Cdr. Morgan and carried unanimously. The Building Inspector then introduced to the board members Mr. Richard Parrish; along with his father is now the owner of the northeast corner of 201 Street and French Avenue. Cdr. Parrish is constructing an open -air curb market in con - junction with the operation of the existing restaurant. He submitted a sketch showing 26 off - street parking spaces to the rear of the building, stemming from a 60' curb cut on the north side of 20M Street and 9 off - street parking spaces to the front of the curb market off of French Avenue. Mr. Kirtley moved that the off- street parking area and spaces as proposed be approved. Motion seconded by Mr. Harris and carried. Due to recent examples of imposing a "hardship" on people wishing to build in an area where there is an old building setting 60' back on one side and nothing on the lot on the other side and thus the builder must maintain one -half (1/2) the distance between the minimum setback and the 60 the Building Inspector asked the board members if they would care to recommend an amendment to Section 6, Paragraph D, (Front yard required), of the Zoning Ordinance; whereby the amendment could be made an addition to the paragraph as set forth: - -- "but in no case shall the required front Yard exceed 35' ". It was the consensus of opinion of the board that if there were no urgent cases at this time in relation to the above mentioned matter, the proposed amendment be held in obeyance for the City of Sanford's Planner, Cdr. George W. Simons, Jr., due to the recent information received from the Florida Development Commission, Tallahassee, that the City of Sanford had been approved for a federal grant of $7,500., (equal funds to be matched by the City of Sanford) for city planning. Referring to the letter of January 8, 1959, it was hoped that all matters would be cleared in approximately two weeks and the consultant could ,begin his work in Sanford.
