March 19, 1952
Members present were Messers. MoKibbin, Lee, Harris,
Kirtley, Karns, and Johnson. Also present were: Warren E.
Knowles, City Manager and M. A. Yelvington, Building Official.
Meeting was called to order by Chairman MaXibbin.
Mrs. Anne Mitchell, living at 417 W. 3rd Street, presented
a request to rezone from that of R -2 to C -2, Lots 6 and 7, Block
5 1 Tier 79 E. R. Traffords Map of Sanford; property situated in
the block between 3rd and 4m Streets and between Laurel and Elm
Avenues.
Mrs. Mitchell presented a signed petition from all property
owners in that block, with the exception of Mr. Singletary who is
residing in Texas, that they did not object to the rezoning.
If rezoned, this would then allow Mrs. Mitchell's husband and son
to open up on a larger scale a business for the building of boat
trailers.
In conjunction with this request, Mr. Ralph B. Wight,
operator and owner of Wight's Grocery Company, 400 Elm Avenue,
submitted a request to rezone in the same block Lots 8, 9, and
10, Block 5, Tier 7, from that of R -2 to C -2 to facilitate a
future grocery warehouse.
Also present in regards to this immediate area was Mr.
Sidney Vihlen of 314 W. 3rd Street with a request to rezone to
0-2, Lot 9, and the W. 1/2 of Lot 10, Block 4, Tier 6; site being the
N.B. corner of Elm and 3rd Street to facilitate a new building
for a retail business such as he is operating in the downtown area.
Mr. Vihlen stated that his present home is on the W.V2 of
Lot 10, and that the E.1/2 of Lot 10 is owned by his mother -in -law,
Mrs. Miller. Also, that Lot 8 was owned by Mr. Bill Johns and
Mr. Johns had stated to him about one year ago that he would not
have any objection to the rezoning.
Under discussion of Block 4 and Block 5, it was noted that
in Block 5 there exists a kindergarden, boarding house, and a rental
home divided into two apartments, and that the E. 1/2 of Block 4 is
already a C -2 zone.
Therefore, Mr. Harris moved that the following recommendation
for rezoning from that of R -2 to C -2 be submitted to the City Com-
mission:
W. 1/2 of Block 4, Tier 6, and
all of - Block 5, Tier 7, ac-
cording to E. R. Trafford's Map
of Sanford.
Motion seconded by Mr. Johnson and carried unanimously.

As a representative for Mrs. Betty A. Toll, Mr. Melvin
Smith presented a rezoning request for Mrs. Toll's property on
the S.E. corner of 10b Street and Magnolia Avenue (201 E. 102
Street); legal description being: W. 38' of Lots 6 and 7,
Block 12, Tier 2. The large 2 -story residence is in an R -1
area, and if the area were rezoned to that of R -2, Mr. Smith
stated that Mrs. Toll had planned to convert the upstairs into
an apartment.
The board went into a discussion regarding the area and
the dwellings in the immediate area. However, the Building
Official informed the board that to begin with Mrs. Toll has
a problem on the size of the lot, whereby the property is only
3,800 sq. feet and with the conversion of the dwelling into a
multiple family unit, the requirement would be 5,800 sq. feet
and still maintain the front, side, and rear yard requirements.
Since Mr. Smith told the board that this was not a pressing
or hardship problem at the present time, Mr. Karns suggested that
the board keep this area in mind and study it from time to time
until the area does show a definite trend toward a rezoning.
It was the consensus of opinion of the board that action on the
above matter be deferred.
City Manager Knowles notified the board members that Mr.
George Simons, city planning consultant, would be ready in approxi-
mately two weeks to start his work in Sanford.
The request of Mrs. Muriel H. Hunt of 703 Oak Avenue to
rezone from an R -1 to that of R -2, the N. 3' of Lot 9, all of
Lot 10, Block 9, Tier 4, was next discussed by the board.
(S.E. corner of Oak Avenue & 72 Street).
Mrs. Hunt wished to convert her kindergarden dwelling into
a one rental apartment. The board reviewed the area and noted
that,there was quite a zoning jog between Oak and Park Avenues
and between 70 and 8t Streets. However, the requested area has
an R -2 zone across the alley and is bounded on two sides by an
R -2 area.
Therefore, Mr. Kirtley moved that the W. 1 /2 of Block 9,
Tier 4, E. R. Trafford's Map of the City of Sanford, be recom-
mended to the City Commission for rezoning from that of an R -1
zone to that of R -2 (multiple family). Motion seconded by Mr.
Karns and carried. (This being the '/2 block between 7b and 8tb
Streets, East of Oak Avenue.)
The next item of business to come before the board was
the off - street parking plan submitted by Mr. R. A. Newman for
his new proposed hardware store, which would be along side of

the existing dill Implement Company on the N.V. corner of Oak
Avenue and 3rd Street.
The plan showed 6 off - street parking spaces and 5 marked
parking areas on the concrete apron in front of the building.
Mr. Harris felt that the above plan of 6 -off and 5 -on
be set up as a requirement for this new building, plus the require-
ment of extending the existing apron down in front of the new
section.
Therefore Mr. Harris moved that 6 off - street parking
spaces be approve, conditioned on the appropriate marking of
5 parking spaces on the concrete apron, provided by Mr. Newman
for the full length of the property he now owns on Oak Avenue.
Motion seconded by Mr. Lee and carried.
The minutes of the February 19, 1959, meeting were read
and approved.
The minutes of March 5, 1959, were read and approved.
There being no further business before the board, meeting
adjourned.
