McKibbia, Faville, Karns, Harris, Kirtley, Johnson, and Morgan. Also present were: City Manager Knowles, Building Official Yelvington and Mr. Philip Pitts, Representative of Mr. George Simons, 6ity Planner for Sanford. Meeting was called to order by Chairman. McKibbin. Minutes of the March 19, 1959 meeting were read and approved. Minutes of the April 2 1959 meeting were read and approved. The request to rezone Lot 10 and the W. 12 of Lot 11, Block 5, Wynnewood Sub - division; address being: 1301 Wynnewood Drive, from that of an R1 -B area to an R -1 was next officially discussed. Mrs. Marcia Lippincott submitted the request along with a signed petition from abutting property owners that they had no objection to the rezoning in order that Mrs. Lippincott might purchase the property and operate a kindergarden and nursery. However, the consensus of opinion by the board still held in that the Wynnewood Sub - division is one of the better residential areas and at the present time there is no indication toward a trend to lower the zoning requirements, which in turn would then allow others to have a 25% home occupation in this area. Based on unanimous feeling, Mr. Faville moved that the rezoning request be denied. Motion second by Mr. Johnson and carried. There being no further urgent business at hand, City Manager Knowles then introduced Mr. Phil Pitts, representative of Mr. George Simons' office, to each member of the board. Mr. Pitts then outlined briefly the survey steps and the results of this survey when completed. They are as follows: 1. Economic basis and population trends. (this will show where Sanford fits) 2. Prepare land use study. (this land use map should be ready in approximately 6 weeks) Z & P 'Minutes" April 16, 1959 Page two 3. Arterial street plan. (this will involve major streets as to their trend and growth) 4. Proposal of certain neighborhood plan. (this undertakes residential groupings with evaluation of each neighborhood as to its adequacy; does it have sufficient parks, playgrounds, elementary schools, etc.) 5. Develop an area treatment plan. (involves conversation of the area; residential protection for some areas as they are from enroachment of commercial and industrial develop- ments; rehabilitation of areas; sub- standard housing to be noted with proposal of moving or renovating.) 6. Redevelopment areas. (involves the slum areas; what can be done to up -grade them or just abolish them and convert the area into a commercial area.) ?. Community facilities plan. (this concerns the phase of adequacy of faciliti66_in regards to library, civic center building, etc.) Other than the main confronting problem of the dire need of an overall revision of the Zoning Ordinance, the other problems that the board wished the Planner to pay particular attention to are: (a) Off- street parking; - dealing with the downtown area especially. Is it the responsibility of the City to provide these off - street parking lots? If so, how far away? (b) Deterioration of the older residences; where they might be going into multiple family use. (c) Consideration of the lake front; setting up the proper utilization of the water and not to be used for just scenic purposes only. Z & P "Minutes" April 16, 1959 Page three A general discussion was also held around the Planner's procedure in compiling the land use map as to how they ascertain more than one family use in a dwelling; if feasible, as to the suggestions, help, and meetings with the various civic groups; number of meetings the board will have with the planner and the help they might render; and finally the everyday problems in- volved as to corner lots, etc., that would come under the re- vision of the Zoning Ordinance. From Mr. Pitts conversation it suggested that the revision of the Zoning Ordinance came in the very last stage or phase of the planning. Also, that nothing concrete could be started until the land use map was finished. There being no- further business, Mr. Morgan moved for adjournment.
