MINUTES FOR THE ZONING AND PLANNING COMMISSION
Regular Meeting - July 16 , 1959
7:30 P.M.
City Commission Room, City Hall
Members present were Messers. McKibbin, Faville, Karns,
Kirtley, Morgan, Talley, Johnson, and Lee. Also present were
City Manager Knowles; Building Official Yelvington; City Planner,
Mr. George Simons; Mr. Phil Pitts, Representative of Mr. Simons'
office; Mr. Gerald Dake Resident City Planner; and Mr. J. E.
Baril, Manager of Planning and Community Services for the Florida
Development Commission, Tallahassee.
Chairman McKibbin called the meeting to order.
The meeting was then turned over to Mr. Simons and Mr.
Baril. Mr. Simons termed his appearance as a "kick -off" for
the meeting and outlined for the Zoning and Planning members
the survey steps, in detail, (for steps see minutes of April
16, 1959; information from Mr. Phil Pitts) and explained what
the net results would be and also as to what the members could
expect and receive from the overall planning program when com-
pleted and set up. He also commented on the various maps that
would be made up and submitted with the completed program.
Mr. Baril enlightened the members as to the part that
the Florida Development Commission plays in Sanford's planning
program as to the contributing of the $7,500 in federal funds;
supervision in that the contract with Sanford is carried through
satisfactorily; if necessary, their acting as a liaison officer
with the State Road Dept. for the City, and any other feasible
assistance they can offer.
It was emphasized by both gentlemen that the "land use
map" must be kept up -to -date and not allowed to become an
antique on the shelf and gather dust.
Since Mr. Jerry Dake, City Resident Planner, had com-
pleted the land use study and basic data, he then submitted
his findings and information to the board as follows:
a. Chart of the city as to the growth by
annexation through the year of 1923-
b. Report on the population, area in sq. miles
and acres, etc., that was annexed to the city
as of July 13, 1959•
c. Displayed and explained the "land use survey"
map, which is now completed.

d. Gave the background history of Sanford.
e•. Displayed and explained the chart on the
characteristic population report.
A general and very interesting discussion in regards
to this information and details brought forth by Mr. Dake then
followed.
The board then took up the items of business requiring
official action.
The Building Official presented the off- street parking
plan for Mr. Joe Gazil's proposed additions and alterations to
his grocery store on W. 132 Street (Lot 1, Block A or Tier A
in Plat Book 1, page 94) which was formerly owned by Jack
Stemper. However, the board was informed that Mr. Gazil was
handicapped at the present on the area for off- street parking
due to his ne otiating with the City to abandon a 25' street
right-of-way Shepherd Ave.) thereby giving him only 1236' and
also trying to acquire some ACL railroad property adjacent to
the store. Therefor, Mr. Gazil had nothing concrete to offer.
Moved by Cdr. Wightly and seconded by Mr. Faville and
carried, the Building Inspector was instructed to inform Mr.
Gazil that he would have to show proof that he had an area in
which to furnish ten (10) off -- street parking spaces for this
building before a building permit would be issued for the
contemplated revision of the building.
A proposed plan in regards to the new Shell Service
Station on the southwest corner of W. 252 St. and Orlando
Drive at the present site of the Armitage Court was next
submitted for approval by the board. Mr. Lee moved that.the
plan as submitted be approved. Motion seconded by Mr. Johnson
and carried.
The Building Inspector next submitted a plan of the new
Welsh Tire Shop under construction at 5W Street and French Ave.
The plan showed that all vehicles coming into the entrance off
of 5b Street would pull under a shed to be serviced. Also,
there would be no entrances or exits off of French Avenue.
Mr. Faville moved that the plot plan be accepted. notion
seconded by Mr. Talley and carried.

The consideration and action on the zoning of the
nearly annexed area to the city as of July 13, 1959, was
tabled until the next meeting so that copies of the minutes
dated June 20, 1957, could be mailed to the members in order
that they might review their zoning suggestions made at that
time for any fringe areas that might be annexed in the near
future.
The minutes dated May 7, 1959 were read and approved.
There being no further business, Mr. Morgan moved for
adjournment. Motion seconded by Mr. Faville and carried.
