Regular `Meeting
August 20, 1959 - 7:30 P.M.
City Commission Room, City Hall
Members present: Messers. McKibbin, Favilie, Karns,
Harris, Lee, Johnson, and Morgan. Also present was Building
Official, M. A. Yelvington. City Manager Knowles was on
vacation.
Meeting was called to order by Chairman McKibbin.
Mr. Alvin Odham appeared before the board regarding the
newly annexed area of Pin®crest with a particular request for
consideration of Lot 8, Pinecrest Heights Re -plat. Address
being 2625 S. French Avenue, north of 271 Street. Mr. Odham
stated that he owned the property, which is adjacent to his
home, and that the property.uhder consideration was.formerly the
original office of Odhan & Tudor. Mrs. White had requested the
use of the property to operate a children4s day nursery.
Chairman MaKibbin informed Mr. Odham that, until the board
discussed and recommended a zone or zones for the newly annexed
areas they could not give him a definite commitment on this
request. Also, that the matter of zoning the newly annexed areas
was on the agenda for this meeting. Mr. Odham told the board
that he would check at a later date regarding their action on his
request.
The minutes of the July 16, 19599 meeting were read and
approved!.
The Building Official then presented to the board for their
approval the off- street parking plan for the laundry known as
"Joe's Wee Wash It" on Sanford Avenue, south of 251 Street and
adjacent to Angel's Eat Shack. Property owned by Mrs. and Mr.
Clarence Powell. The plat showed eight proposed spaces. The
lessee has plans for an extension to the south of the existing
building.
A lengthy discussion was involved noting that the existing
structure is now right on the lot line to the north and that the
laundry and Angel's were sharing each other's property for a
driveway. The owners stated that the operation, in the past, had
always been a drive -in, pick -up, drive -out taking approximately
two to three minutes and with no definite parking spaces, Tboy
also stated that the State Road Department had approved two curb
cuts - one in and one out.
On motion of Mr. Harris, seconded by Mr. Johnson and carried,
five (5) vertical off - street parking spaces, up next to the build-
ing and a reserved off- street parking space for each employee to
the rear of the building, was approved.

Approval for the off - street parking neat submitted for the
new building at Baggerly's Appliance Store on South Orlando
Drive. This is a building going in between the two existing
stores, which will house two additional stores or shops. The
plat showed fifty -four off - street parking spaces for a total of
the three commercial structures on Mr. Baggerly's original site.
Mr. Faville moved that the fifty -four off - street parking spaces
as designated on the plat and submitted be approved. Motion
seconded by Mr. Johnson and carried.
Chairman McKibbin then asked the board to consider the zone
or zones they wish to recommend for the new areas recently annexed
into the City, namely: Pinecrest Heights, South Pinecrest, South
Pinecrest First Addition, and the Country Club Area (which includes
all of the Country Club Manor sub - division).
Each area was consUUred as to the structures therein with
thoughts toward the square footage in the living area of the
residences, side yards maintained by the individual developers,
surrounding structures or areas as to commercial development, etc.
The following recommendations for zoning were then made by the
Zoning and Planning Commission for the City Commission's approval:
A. Moved by Mr. Harris, seconded by Mr. Lee and carried
f that - the area from French Avenue to U.S. 17 -92
north of 27n Street, plus Lots 510, 511 512 513
515, 517, 519, 5219 523, 5259 529, and 531 shall be
zoned an R -1B (Single - Family District).
B. Moved by Mr. Karnes, seconded by Mr. Lee and carried
that - the area from French Avenue east to the alley
between Elm and Myrtle Avenues, between 26S and 27S
Streets shall be zoned as -1B (Single- Family District).
C. Moved by Mr. Faville, seconded by Mr. Johnson and
carried that - the Pinecrest School property, in its
entirety, shall be zoned an R -1 District.
D. Moved by Mr. Harris seconded by Mr. Faville and
carried that - the South Pinecrest and South Pine-
crest, First Addition shall be zoned R -1B (Single -
Family District).
E. Moved by Mr. Karns, seconded by Mr. Johnson and
carried that - Crooms Academy property shall be
zoned R -3.
The Country Club area zoning was deferred until the Building
Official could check with the developer regarding the square
footage in the living area of the houses in the Country Club Manor
sub - division.

A discussion was held in regards to the regulations of the
R -1B zone as pertaining to the required width of side yards.
Mr. Harris moved that the recommendation be submitted to the City
Commission that the side yard requirement in an $--1B zone be
reduced from 10 feet to 7A feet. It was seconded by Mr. Faville
and carried.
Mr. Harris moved that, if the City Commission did not con-
sider the above recommended side yard requirement, that all the
zoning recommendations in the annexed areas be referred back to
the Zoning and Planning Commmission. Motion seconded by Mr.
Johnson and carried.
There being no further business, the meeting adjourned.
