Mr. Beall also distributed and reviewed a report regarding the condition of
Centennial Park's Gazebo. He said that Staff met with a structural engineering consultant
and at this time they are reviewing options.
There was a consensus among the Commission to move forward with the
recommended projects.
3. Regular Meeting Items — additional information
A. Lien and Permit Searches [Commission Memo 16- 150.D] (RM 6.1))
Finance Director Cynthia Lindsay said that this will reduce staff time and
allow for a faster turnaround time for the customer. This is an action item on tonight's
agenda.
B. Extension of purchase and sale contract relating to 113 Palmetto Avenue
[Commission Memo 16- 150.N] (RM 6.N)
This item was pulled from the agenda.
C. Budget transfer for continuing services with Littlejohn, Inc. during the on-
going Waterfront Catalyst Site Implementation Process [Commission
Memo 16- 150.0] (RM 6.0)
Deputy City Manager Tom George said that continued services with
Littlejohn Inc., will be a benefit to the City throughout this project and that funding is
available. This is an action item on tonight's agenda.

D. Mural Moratorium Ordinance [Commission Memo 16 -156] (RM 7.E)
Historic Preservation Officer and Community Planner Christine Dalton
asked the Commission for their support of an Ordinance that would temporarily place a
moratorium on murals throughout the City until the Public Art Committee (PAC)
completes the PAC Ordinance. This is an action item on tonight's agenda.
E. RE: Impact Fees
1. Impact Fee Deferment Ordinance

After a brief discussion, there was a consensus among the Commission to
remove this item from the agenda.
2. Deferral of Impact Fee Payments for 400 S. Sanford Avenue
[Commission Memo 16- 150.M] (WS 6.M)
This is an action item on tonight's agenda.
F. Election Rule; Candidate Filing of Reports; 2016 City Regular Election
[Commission Memo 16 -160] (RM 8.C)
City Clerk Cynthia Porter explained that the schedule for submitting
candidate treasurer reports provides that they be submitted on Friday, a day which the
City Clerk's office is unavailable. The proposed rule would allow for candidates to turn
in their treasurers reports on the next available business day following the Friday date.
This is an action item on tonight's agenda.

G. Partnership with CGI Communications, Inc. to provide increased
marketing and promotional opportunities for the City of Sanford.

After a brief discussion, there was a consensus among the Commission to
pull this item for additional information.

5. City Manager Comments
Andrew Thomas, Community Relations and Neighborhood Engagement
Director, said that the City has received notification that the City is eligible for funding
through the State Housing Initiative Partnership (SHIP). In order to maintain this
eligibility, the City must submit a letter of intent by March 18, 2016. If the Commission
chooses to take no action, Seminole County will continue to administer the program.
There was a consensus among the Commission to submit a letter of intent.
Mr. Bonaparte said that he and the Mayor recently attended a meeting in
Altamonte Springs where Uber, an online transportation network company, was
explained. He said that staff will be coming back with more information on the program
for the Commission to determine if it is a program they would like to see in Sanford.
