Mr. Mills called the meeting to order at 10 AM.

Approval of Minutes
Mr. Esler moved to approve the November 5, 2015 Regular Meeting Minutes. Mr. Loader seconded.
Motion carried 6 -0 (Ms. Buie not present at this time).
Public Hearings
PH -1 Hold a Public Hearing to consider a request to amend Ordinance No. 4077 and the implementing
development agreement to extend the expiration date for the Small Bay Planned Development
located at 251 S. White Cedar Road until December 2, 2018.

Mr. Esler moved to recommend the City Commission approve the Development Order to extend
the approval for the Small Bay Planned Development for three years to December 2, 2018. Ms.
Oyewale seconded. Motion carried 7 -0.

PH -2 Hold a Public Hearing to consider proposed amendments to the City of Sanford Land
Development Regulations to establish Schedule G - Architectural Design Standards and modify
Schedule F - Requirements for Buildings, Parcels, Yards, Building Setbacks and Lighting and
article III - Procedures for Development Approval accordingly
Mr. Loader moved to recommend the City Commission approve the new Schedule G to the Land
Development Regulations and the modifications to Article III (Procedures) and Schedule F (Regulations).
Ms. Oyewale seconded. Motion carried 7 -0.
There was no one (i.e.: developers, citizens) present in the audience to discuss /review this matter.
PH -3 Hold a Public Hearing to consider proposed amendments to the City of Sanford Land
Development Regulations to modify Schedule J — Landscape, Buffer and Tree Requirements
Mr. Loader moved to recommend the City Commission approve modifications to Schedule J of the Land
Development Regulations. Ms. Buie seconded. Motion carried 7 -0.
Citizen Participation
None.
Staff Reports
The board agreed to reschedule the February 4, 2016 meeting to February 11, 2016.
Commissioners Reports
Jerry Mills brought up the discussion regarding litter in Sanford. An information sheet was distributed for
the board to review /discuss. Mr. Groot stated he will contact Emily McCabe, Solid Waste Manager, to
discuss the situation and report back at the next meeting. Mr. Mills requested this issue be on the next
agenda for discussion.
Election of Chairperson and Vice Chairperson
Ms. Buie nominated Mr. Esler to serve as Chairman. Ms. Oyewale seconded. Motion carried
unanimously.
Mr. Esler nominated Mr. Loader to serve as Vice Chairman. Mr. Green seconded. Motion carried
unanimously.
City Attorney Reports
Mr. Groot gave some "teaching points" as it related to an HPB appeal matter scheduled for the City
Commission meeting.
Ms. Oyewale thanked Mr. Groot for his articles and information he emails to the board members.
