Moment of Silence Pledge of Allegiance Attendance The board unanimously approved Ms. Buie's and Mr. Loader's absences as excused. Approval of Minutes Ms. Oyewale moved to approve the March 3, 2016 Regular Meeting Minutes. Mr. Dane seconded. Motion carried 5 -0. (Mr. Green not present at this time). Mr. Mills moved to accept the April 7, 2016 Regular Meeting Minutes as being accurate. Ms. Oyewale seconded. Motion carried 5 -0. (Mr. Green not present at this time). Public Hearings PH -1 Continued from April 7, 2016 Hold a Public Hearing to consider a Conditional Use to allow above ground fuel tanks at 209 Tech Drive Tax Parcel Number: 28- 19- 30 -5JB- 0000 -0250 Property Owner: G &B Investments of Central Florida, Inc. Representative: Charles Lake - Quality Fabrication & Supply Planning and Zoning Commission May 5, 2016 Meeting Minutes Page 2 Mr. Mills moved to approve the Conditional Use request to establish above ground fuel cells (tanks) at 209 Tech Drive subject to a Development Order that includes the conditions as recommended by staff. Ms. Oyewale seconded. Motion carried 5 -0. (Mr. Green not present at this time). PH -2 Hold a Public Hearing to consider a Conditional Use request to establish vehicular dealer sales and vehicular repair for ETS Autos at 2618 Sanford Avenue. Tax Parcel Numbers: 01 -20 -30 -506- 0000 -0830, 01 -20 -30 -506- 0000 -0840, 01- 20- 30 -506- 0000 -0850 Property Owner: ETS Autos, Inc. Representative: Michael Wojtuniek, P.E. Mr. Mills moved to approve the Conditional Use request to establish Vehicle Repair at 2618 Sanford Avenue subject to a Development Order with all recommended conditions with staff working with applicant to allow a transparent fence instead of a privacy fence (No. 3 of recommendations). Ms. Oyewale seconded. Motion carried unanimously. PH -3 A Public Hearing to consider the imposition of a temporary moratorium (Ordinance No. 4374) on murals while the Public Art Commission creates a comprehensive Public Art ordinance has been withdrawn based on action taken by the City Commission on April 11, 2016. Representative: Russ Gibson, Director of Planning and Development — City of Sanford No action required. Staff Reports Mr. Gibson welcomed new alternate member, Dominick Fiorentino, to the board. There was a brief discussion on the mural moratorium and the architectural standards. Mr. Gibson reported he will provide an update on the SunRail operation, as well as all transportation matters at the next meeting. Commissioners Reports After Mr. Esler welcomed new alternate member to the board, Mr. Fiorentino gave a brief personal history. Mr. Dane informed the board he will be moving outside the City limits and will have to resign after the June meeting. Adjournment Meeting adjourned at 11:04 AM. Steve Esler, Chairman
