Project Description: Residential Alteration
Job Address: 600 E. 10th Street
The following is a list of the areas of the submitted plans that contained violations of the codes adopted by
the City of Sanford and enforced by the Building Division. The violations noted must be addressed before
the plans can be approved. Changes to plans shall be submitted on the same size format as the original
submittal. Changes to construction documents that require an Architect or Engineer's seal must be
submitted with the appropriate seal. Provide two copies of affected plan sheets and /or supplemental
information as requested.
COMMENTS:
The document you submitted as a "Scope of Work" is actually a bid proposal and as such, does not provide
a clear and concise detail on what work you are actually performing. In order to approve a permit, I need
further clarification on the issues below.
1. The "Exterior" section lists installing new soffit around the house. Is this soffit aluminum, vented,
plywood? Please provide the exact type of soffit that will be installed around the house. If the soffit is
aluminum, please provide two copies of Florida Product Approval and manufacturer installation instructions
for review.
FBC 107
2. The "Exterior" section suggests replacing an exterior door. Please specify if an exterior door will be
replaced and if so, please provide two copies of Florida Product Approval and manufacturer installation
instructions for review.
FBC 107
3. The "Kitchen" section indicates that the kitchen layout will be changing. Please provide an existing
layout and a proposed layout of the kitchen and provide the following information on the proposed
drawing:
a) How will the new cook top /range receive power?
b) For the new countertop space where the new cook top will be installed, receptacles are required
within 24 inches of the range on each side in accordance with NEC210.52(3)(C) and must be GFCI
protected in accordance with NEC210.8.
c) A receptacle is required on the living room side of the new wall where the cook top will be installed in
accordance with NEC210.52(A)(2).
d) On the proposed layout, please indicate how many new recess cans will be installed and the location of
the switch.
FBC 107
-1-
4. The `Main Bath" section indicates that a new exhaust fan will be installed and the exhaust duct will be
vented out of the soffit. If the soffit is vented aluminum, the exhaust cannot discharge through the soffit
in accordance with FBCR M1501.1 and M1507.2. The only way a bathroom exhaust can discharge through
a soffit is if there are no openings in the soffit within 3 feet to any side. Please verify and revise
accordingly.
FBC 107
5. The "Mini Hallway" section indicates that an attic access will be created. Please provide the size of the
attic access and show that a switched lighting outlet will be installed, in accordance with NEC210.70(A)(3)
FBC 107
6. The "Mini Hallway" section indicates that new ductwork will be installed. Please provide a duct layout
that shows the new ductwork, the size of the duct, and register size.
FBC 107
7. The "Bedroom" section indicates a new "jack vent" will be installed and the existing supply register will
be moved. Please indicate this on a duct layout.
FBC 107
8. The "Rear Bath" section indicates a new exhaust fan to be installed and vented through the soffit.
Please see #4 of these comments and revise accordingly.
FBC 107
9. The "Rear Bath" Shower appears to show a completely rebuilt and /or resized shower space. Please
provide a proposed shower detail indicating the size of the shower and any changes to the existing walls
that will take place.
10. The "Laundry Room" section calls for a GFCI plug for the laundry. Is this a new receptacle or
existing? Please clarify.
FBC 107
11. Please place a note either in the new scope of work or on the floor plan that smoke detectors will be
installed throughout the house, as required for new construction and in accordance with FBCR R314.
FBC 107
** Based on the comments above, further documentation is required to be submitted for review.
- Please submit two copies of an existing floor plan and two copies of a proposed floor plan
indicating the state of the existing work areas and what you intend to construct in the new work
areas. Alternatively, separate details of each work space (kitchen, bathrooms, laundry) can be
submitted.
- The electrical information needs to be provided on this floor plan, as requested in the comments.
- For a duct layout, the floor plan can also be used.
- Please provide a new scope of work that details the code related items only. As previously stated,
a scope of work has not been provided; only a bid proposal. Painting and cosmetic work does not
need to be detailed in the scope of work. Please include the replacement of the HVAC unit.
Any error or omission in this plan review shall not be construed to grant approval of any violation of any of
the adopted codes or municipal ordinances of this jurisdiction.
Please direct any questions you may have to Steve Fiorey at 407 - 688 -5065 or by E -mail at
steve.fiorey@sanfordfl.gov .
Respectfully,
Steve Fiorey

Thank you for your interest in bidding on our latest rehab project. Below you will find a list of general
work requirements for all rehabs and then a scope of work for this specific rehab. Our desire is to have
more than one contracting team that can successfully rehab several properties. We are looking to
build a relationship and work on several projects.
We understand that there are differences between a rehab for a rental in a working class neighborhood
and a 400K home in a nicer neighborhood but still we pride ourselves on creating and providing nice
homes to live in. We need your help inconsistently creating them. Please don't quote a price that
does not allow you to do a proper job.

Major Systems Review
• The roof looks good and there is new insulation in the attic. We have confirmed the roof is not
leaking.
• Electrical panels are not Federal Pacific Stab Lock so only electrical is replacing switches and
plugs as needed.
• Plumbing looks good. Copper and CPVC; no Polybutylene. Drains don't seem to be draining
so that will have to be looked at.
• HVAC. Air handler works. 2.5 ton so it is sized right. Just need a corresponding 2.5 ton
condenser /heat pump outside. It grew legs while vacant.
• Demo as needed according to design below.
• Yu will be removing 88 inches of non weight bearing wall between kitchen /dining and living
room.
• Ensure terrazzo floors are stripped clean to accept tile.
General Work
• My understanding is that since there is no roof, major electrical or plumbing required, applying
for a general construction permit will suffice. We may need an additional electrical permit that
is associated to the general permit. Please confirm.
• Strip floors and remove any tile or adhesive.
• New 16x16 or similar ceramic tile throughout.
• Clean up walls and baseboards prepped for new paint.
• Interior paint on all walls and trim, one color, color TBD
• Paint ceilings white.
• New GFI's in areas near water
• New smoke detectors as needed
• New switch & outlet covers (white) where needed.
• New white blinds thru out
• Replace switches and plugs as needed thru out
Electrical
• No major electrical needed. All light switches and wall plugs must be replaced with new.
MEASUREMENTS
• Kitchen:

• BR 1 30" door, 59" closet
• Main Bath 24" door.

• 3 closets need 18" doors (2 hallway, l front entrance)
• HVAC, 24 %" rough opening.

• Laundry 32" rough
• Rear bath 24" rough, pocket door.
• Rear entrance, 37 3/8" rough. 31 %Z" steel door. Can just replace latch side of frame, repair
door and be done with it.
EXTERI ®R
• Exterior paint. Not sure of the best finish but I want one that wears the best and can be
washed. Satin, eggshell for the main color?
• Main Color: Eggshell finish, satin finish ? ? ?? 310E -2 Stable Hay
• Trim Color: Semigloss. 300F -4 Almond Toast. This is a bit lighter than
wanted and will make darker on the next house.
• Front and back doors: Semi Gloss, S -G -160 California Poppy.
• One side of house has a full gable and the other a partial gable. We are adding soffits, trim
color on fascia all around. We will simply paint the trim like it is now.
•

Secure the trim board on left side as it has pulled away from the block.
New soffit around house
Fix / lift right corner of front railing.
Cleanup frame on back door so the door is solid. If necessary, we can talk about anew metal
exterior back door. Can we just replace the latch side of the frame instead of replacing the
door and frame or is it better to simply replace the steel 6 panel door? It looks like a new
door is a good decision; the frame is pretty beat up.
New molding & weather stripping as needed
Ensure two exterior lights on rear entrance work and are switched.
Clean up very bad paint job on window frames.
Increase size of cement pad for HVAC condenser with heat pump. We are going to put a cage
around it.
INTERIOR:
Paint Color
Trying to make it easy to paint and easy to repaint when turning over to new tenant. Interior is
eggshell. I must be able to clean it and it still wear well.
• Main color for walls, baseboards and trim: Home Deport W -D -400 Cotton Fluff
• Ceilings are pure white or something close to that. Out of the can is easy to reorder.
• Doors are white, out of can, easy to reorder. Satin finish I believe is the best but tell me if
you feel differently.
Floor 'file
• Floor is tiled throughout.
• 16" square tile or something like that. Not 24" tile.
• 1 want the kitchen tiled before cabinets are put in. This way if we change something later, we
are not patching the floor.
• Finish baseboards in whatever is most cost effective.
• Remove existing baseboard and replace after tile is in. I like this option more.
• Repair existing baseboard, add where it's missing and then add quarter round after tile
is in. I really don't like quarter round option so let me know what is best.
• Floor tile is Island Sand 16 in. x 16 in. Beige Ceramic Floor and Wall Tile.

• Remove 32" vanity, ceramic cup and toothbrush holders, towel bar by entrance and toilet paper

• Fill in hole in wall where old medicine cabinet was.
• Remove broken soap dish from bath wall; replace or simply add tile. Seal and the re -glaze

Laundry Room
• Add new switches to those damaged.
• Replace two lights in laundry ceiling.
• Modify AC junction feeding rear bedroom and bath to also feed laundry room and rear hallway
area.
• Exterior block wall (block wall behind and to left of water heater and wall with rear exit door)
must have all openings for pipes or vents sealed so no insects can enter.
• GFI plug in laundry for washing machine.
All Bedrooms
• New blinds
• Clean up walls and baseboard.
• Ensure closet doors work or replace.
Living Room
• Remove and replace blinds.
• Add ceiling fan. Ensure existing box is strong and secured enough to support a fan; there was
only alight there before. Flush mount ceiling fan.
• Repair front entrance closet door. The doorjamb is split.
• Please fill some of the deep gouges in walls and paint.
HVAC
For the HVAC system, the original scope document included ducting, any It did not include adding and
securing the compressor with heat pump outside nor a new thermostat.
• Repair and clean up the air handler inside.
• Add duct to laundry room.
• Test all duct work for leaks.
• Add new 2.5 tonne compressor /heat pump and a cage to protect it. The former unit was
stolen but all the piping and wiring exist so just reconnect and test.
1 cannot stress enough the need to test ductwork. I have had
two rehabs where they inadvertently punched holes in the ductwork and we only discovered it
after high utility bills and poor HVAC performance. PLEASE TEST the
ductwork and HVAC system!
