AM Moment of Silence Pledge of Allegiance Attendance Ms. Buie moved to approve Mr. Loader’s absence as excused. Ms. Oyewale seconded. Motion carried unanimously. Approval of Minutes Ms. Oyewale moved to approve the June 2, 2016 Regular Meeting Minutes. Mr. Mills seconded. nd Motion carried 6-0. Ms. Buie abstained due to not being present at the June 2 meeting. Public Hearings PH-1 Hold a Public Hearing to consider a Rezone request to amend the All Souls Catholic st Church and High School PD Master Plan at 3280 West 1Street Tax Parcel Numbers: 22-19-30-5AD-0000-0280 and 22-19-30-5AD-0000-0050 Property Owner: Bishop Thomas G. Wenski c/o Diocese of Orlando Applicant: Raymond R. Bradick – PKA Orlando, Inc. Chris Kelly was present to speak. He is in favor of the request, but wanted to make sure there would not be any additional buffering requirement for possible noise abatement when he develops the adjacent property for industrial use. Planning and Zoning Commission August 4, 2016 Meeting Minutes Page 2 Mr. Mills moved to recommend the City Commission approve the request to amend the approved st All Souls Catholic Church PD at 3280 West 1 Street as recommended by staff subject to a Development Order that includes all recommended conditions plus an additional condition. The additional condition is in regards to the minimum standards for parking, in which the ultimate approval shall be subject to the submission of a study relating to each development site under the TOD concept and the study will be reviewed by staff and approved by the Planning and Zoning Commission. Ms. Oyewale seconded. Motion carried unanimously. PH-2 The Public Hearing to consider a Conditional Use request to establish an Accessory Residential Dwelling at 2609 Hiawatha Avenue was continued to next scheduled meeting, which is tentatively September 1, 2016. PH-3A Hold a Public Hearing to consider a Land Use amendment to change 1.4 acres of property th at 301 W. 7 Street from PSP, Public/Semi Pubic to NC, Neighborhood Commercial Tax Parcel Number: 25-19-30-5AG-0906-0000 Property Owner: Grammar School, LLC Representatives: Lisa and Brady Lessard Mr. Mills stated he will not be participating or voting on this item because he is under contract with the applicant. Kathy Hammel and Denny Gibbs were present to speak. They were concerned about parking, type of uses, and hours of operation. These issues should be considered at the rezone review, not at a land use review. Ms. Buie moved to recommend that the City Commission approve the request to change the future land use map designation of the Sanford Comprehensive Plan for approximately 1.4 acres at 301 th West 7 Street from PSP, Public/Semi-Public to NC, Neighborhood Commercial. Ms. Oyewale seconded. Motion carried 6-0, Mr. Mills abstained. PH-3B Hold a Public Hearing to consider a Rezone request to change 1.4 acres of property at 301 W. 7th Street from SR-1, Single Family Residential to RC-1, Restricted Commercial Tax Parcel Number: 25-19-30-5AG-0906-0000 Property Owner: Grammar School, LLC Representatives: Lisa and Brady Lessard Mr. Mills stated he will not be participating or voting on this item because he is under contract with the applicant. During discussion and comments made during the land use amendment review, the applicant requested a continuance until next meeting to allow them to discuss with staff rezoning the property to a PD, Planned Development in order to restrict certain types of land uses. Ms. Oyewale moved to continue the rezone request until next meeting. Mr. Fiorentino seconded. Motion carried 6-0, Mr. Mills abstained. Planning and Zoning Commission August 4, 2016 Meeting Minutes Page 3 Staff Reports A staff report was distributed to the board. Ms. Hinson reported staff is working on compliance st issues with the Dollar General Store on W. 1 Street. Mr. Smith informed the board he will be providing a transportation update at the September or October meeting. Commissioners Reports Mr. Esler thanked staff for their time and work on Schedule G. Mr. Esler mentioned the groundbreaking ceremony for Allegiant Air facility being held at 1:30. He also informed the board during a recent meeting he had with staff there are numerous projects within the City currently being reviewed. Nancy Groves was welcomed as the new alternate member to the board. Ms. Groves gave a brief personal history. Adjournment Meeting adjourned at 11:50 . AM
