(FS 286.0105) Minutes Planning and Zoning Commission September 1, 2016 - 10 AM City Commission Chambers City Hall, Sanford, Florida Members Present Steve Esler, Chairman Michael Loader, Vice Chairman Jerry Mills Eddie Green Dominick Fiorentino III Members Absent Carsandra Buie — excused Lindsay Oyewale - excused Nancy Groves, alternate Others Present Lonnie Groot, Assistant City Attorney Eileen Hinson, Development Services Manager Sabreena Colbert, Planner Mary Muse, Administrative Coordinator Mr. Esler called the meeting to order at 10:05AM. Moment of Silence Pledge of Allegiance Attendance Mr. Loader moved to approve Ms. Buie's and Ms. Oyewale's absences as excused. Mr. Fiorentino seconded. Motion carried unanimously. Mr. Mills moved to approve Ms. Groves's absence as unexcused. Mr. Loader seconded. Motion carried unanimously. Approval of Minutes Mr. Mills moved to approve the August 4, 2016 Regular Meeting Minutes. Mr. Fiorentino seconded. Motion carried unanimously. Public Hearings PH -1 Continuation of Public Hearing to consider a Conditional Use request to establish an Accessory Residential Dwelling at 2609 Hiawatha Avenue Tax Parcel Number: 01-20-30-504-1500-0120 Property Owner: Inez Rodriguez Representatives: Inez Rodriguez and John Ledal Mr. Mills moved to approve the Conditional Use request to establish an Accessory Residential Unit at 2609 Hiawatha Avenue, subject to a Development Order that includes the conditions as recommended by staff. Mr. Loader seconded. Motion carried unanimously. Planning and Zoning Commission September 1, 2016 Meeting Minutes Page 2 PH -2 Hold a Public Hearing to consider a Rezone request to change 1.4 acres of property at 301 W. 7th Street from SR -1, Single Family Residential to PD, Planned Development Tax Parcel Number: 25-19-30-5AG-0906-0000 Property Owner: Grammar School, LLC Representative: Lisa Lessard Mr. Mills stated he will be abstaining because he is under contract with the applicant. Kathy Hammel was present to speak in favor of the project and proposed uses. Diane Hager was present to confirm the uses requested. Mr. Loader moved to recommend the City Commission approve an ordinance to rezone 1.4 acres with a proj ect address of 301 West 7th Street from SR -1, Single Family Residential to PD, Planned Development subject to the approval of the proposed comprehensive plan amendment and the conditions as recommended by staff. Mr. Green seconded. Motion carried unanimously. Staff Reports Ms. Hinson informed the board that at this time it appears the September 13th Special Meeting will be continued to the October 1st Regular Meeting. Mr. Groot briefly discussed sworn testimonies at meetings and Quasi -Judicial hearings. Commissioners Reports Mr. Green commended staff on their work.
