REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, January 9, 2017, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

CALL TO ORDER:
1) Meeting was called to order by Mayor Triplett at 7:04 PM.
2) Police Chief Cecil Smith led a silent invocation in honor of National Law Enforcement
Appreciation Day. Pastor Arnold Cotton of Oak Grove Missionary Baptist Church
followed with a legislative prayer.
3) Pledge of Allegiance.

6) CONSENT AGENDA [Commission Memo 17 -001 ]
A. Ratify action taken on December 22, 2016 re: Amendment No. 5 to the State
Revolving Fund (SRF) Loan WW590131 for the biosolids management system.
B. Approve a piggyback contract for IT Support Services by Vitil in the amount of
$83,000.
C. Approve the special event permit, noise permit, street closures and the Interlocal
Agreement between Seminole County and the City of Sanford for the `Severe
Weather Awareness Week Touch -A -Truck Public Outreach Special Event' to be
held on January 28, 2017.

7) PUBLIC HEARINGS:
A. Consider appeal of denial by the Planning & Zoning Commission of a Conditional
Use for the purpose of establishing two (2) two - family dwellings (duplexes) at 419
Pecan Avenue; Emory Green, Owner; R T Hillery, Agent; Notice published
December 28, 2016; Notices mailed December 22, 2016; Property posted
December 22, 2016. [Commission Memo 17 -002]
There was a lengthy discussion and citizen participation by those who were
opposed and those who were in favor of the proposed development.
Vice Mayor Jones moved to overturn the Planning & Zoning Commission's
decision to deny this item, based on the evidence presented tonight (this property is in keeping
with the character of the neighborhood) with two additional conditions: 1) enhanced landscaping
along 5`" Street and 2) the buildings to front Pecan Avenue. Seconded by Commissioner Williams
and carried by vote of the Commission as follows:

Mayor to execute a Declaration of Restrictive Covenant between the Sanford

Commissioner Woodruff said that the Commission needs to look into rezoning
Goldsboro. He suggested that a good time for this would be during the Choice Neighborhood
discussion. He also said that he would like to know if there is a plan in place for the next steps
with the Catalyst site. Mayor Triplett said that he is waiting for a response to the information that
he sent to the developer. Mr. Bonaparte said that he will contact the development group and inform
them that the City is looking forward to a response in order to move forward in reaching an
agreement. Commissioner Woodruff said that the Commission needs to have a discussion
regarding what the Mayor wrote. The Mayor asked the Commission to give their points to the

City Manager because he doesn't want to negotiate publicly. Mr. Bonaparte said that he will meet
with each Commissioner to discuss the catalyst site.
Commissioner Williams said Seminole Gardens is under new management and
distributed a handout with additional information.
