WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, March 27, 2017, at 4:00 PM, in the Railroad Depot Room, 2nd Floor,
City Hall, 300 North Park Avenue, Sanford, Florida.

Vice Mayor Mahany called the meeting to order at 4:10 PM.
1. Update from Chamber President/CEO Frank Hale re: Business Retention and
Expansion (BRE).
Mr. Hale and Dawn Sipley, Chairwoman of the Economic Development
Committee of the Chamber were present to provide the update. Mr. Hale said that he and
a few members of his staff visited a number of business throughout the City and asked
what they would like to see from the City in order to retain their business or expand their
business. Mr. Hale shared that information with the Commission in hopes of building
stronger business relationships throughout the community.
2. Review use of tablets by City Commission for City purposes.
IT Manager Chris McDeed gave a brief presentation on the tablets that the
Commission will receive to use for City business. He also explained One Note, a program
that will allow notes to be taken on the tablet prior to the meetings and /or during the

meetings. Mayor Triplett and Commissioner Austin volunteered to try the tablets first.
Mr. McDeed said that he will schedule a time with each of them to provide training and
distribute the tablets.
3. Discussion re: Reimbursement Resolution for financing the Catalyst Site.
[Commission Memo 17 -057]
Finance Director Cindy Lindsay explained that this resolution will allow
for the potential reimbursement of costs related to the Downtown/Waterfront Catalyst
Site project and related expenditures. It is a precursor to the financing of a municipal
project. This will be an action item on the April 10'h agenda. After discussion, the
Commission concurred that they would like to discuss the Catalyst Site in more detail
prior to taking action. A Special Work Session will take place on April 3, 2017 at 4:00
PM in the Railroad Depot Room, 2„d Floor, City Hall.
4. Presentation by the Police Department.
Police Chief Cecil Smith gave a brief update on the shooting that occurred
early this morning on Hays Drive. He also provided the 2016 annual report on the Police
Department statistics.

Planning and Development Services Director Russ Gibson explained that
this request is for a mobile food vendor to operate a hot dog cart on the south side of
Seminole Boulevard (Ft. Mellon Park). This is an action item on tonight's agenda.
B. Amendment to the Classification and Pay Plan (IT)

This will be an action item on tonight's agenda
C. Amendment to Classification and Pay Plan (Economic Development)
[Commission Memo 17 -054] (RM 8.C)
Mr. Bonaparte said that this request is for a new position titled Economic
Development Project Manager. The salary for this position will be paid by the City (40 %)
and the CRA (60 %). This will be an action item on tonight's agenda.
D. Sanford Grocery Store Conditional Temporary Parking Easement
Agreement [Commission Memo 17 -056] (RM 8.D)
Mr. Bonaparte said that the original agreement stated that the hours of
parking will be permitted beginning at 6:00 PM. The revised agreement states that
parking will be permitted at 5:00 PM. This is an action item on tonight's agenda.
6. Briefing Items
A. Proposal for joint ladder truck with Seminole County, City of Lake Mary
and the City of Sanford.
Fire Chief Craig Radzak said that the three entities have been
collaborating on a cost sharing agreement for the purchase of a Tower Truck. Although

timing is not of the essence, he would like to submit the expense in next year's budget.
Mayor Triplett said that he would like to have additional discussions on this.
7. City Manager Comments
Mr. Bonaparte said that there will be a new for the City Commission to
recognize phenomenal residents in the City of Sanford.
9 Mr. Bonaparte said that the City of Sanford recently won an award for the
Best Tasting Drinking Water.
Lastly, as a reminder, Mr. Bonaparte said that as of April 1, 2017 City
Hall will be open with additional services being offered.
There being no further business, the meeting was adjoubed at 6:33 PM.
