SPECIAL WORK SESSION
The City Commission of the City of Sanford, Florida, met in a Special
Work Session on Monday, April 3, 2017, at 4:00 PM, in the Railroad Depot Room, 2 °d
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Vice Mayor Mahany called the meeting to order at 4:06 PM.
Police Chief Cecil Smith said that WESH 2 provided inaccurate
information over the weekend in regards to a recent shooting that occurred. The report
indicated that one of the police officers asked the victim to stop calling 911. Chief Smith
spoke to Kristen Wolf, Executive Director of WESH 2, as well as their legal counsel. Ms.
Wolf apologized for the reporting of inaccurate information and stated that WESH 2 will
be retracting that report beginning tonight.
1. Discussion: Downtown Catalyst Site
City Attorney Colbert reminded the Commission that they are meeting
today as property owners in an informal setting in order to discuss the Catalyst Site. Next
Monday, they will meet in a quasi-judicial manner and should acknowledge today's
Work Session.

Commissioner Woodruff expressed concerns about the impact this project
could have on staff, especially with permitting and plan reviews. Building Official Dave
Aldrich addressed the permitting process. At this time, he said that his staff is in good
shape to handle what comes through the department. Planning and Development Services
Director Russ Gibson distributed and reviewed the most current plan development
progress map. He said that the Catalyst Site is similar to a Planned Development Rezone,
therefore, it does not pose any complications in the plan review process.
Commissioner Woodruff said that he has reached a comfort level with the
development. Vice Mayor Mahany asked why the first two structures to be built are on
the waterfront property. If the project is not successful, then the City would lose two
pieces of prime property. John Jones of S &ME, explained that the key feature is the
water and by developing on those properties first, motivation will be generated
throughout the project. Commissioner Williams asked if there is a guarantee that the
project will be completed. Mr. Bonaparte said there is no guarantee, however, if the
property is not complete in five (5) years, the City will keep the developers $2 million.
Vice Mayor Mahany said that she is concerned with parking and thinks
that a parking structure is going to be needed sooner than later. She then asked about
parking on Hood Avenue and Mr. Bonaparte said that it is being negotiated among the
County, City and Developer.
Lastly, Mr. Bonaparte mentioned the letter that was received from the
Seminole County Property Appraiser's office which indicates a proposed change in

homestead exemptions that could cost the City $741,000 if enacted. There was a
consensus among the Commission to send a letter to the State Senator with their

There being no further business, the meeting was adjourned at 5:32 PM.
