FINDINGS OF FACT Property Owner: Alliance Home Realty LLC 3491 Whitner Way Sanford, Florida 32773 Applicant: Eric Leach 3491 Whitner Way Sanford, Florida 32773 Project: To change the roof material from metal to architectural shingles, on the real property located at 117 South French Avenue. Requested Development Approval: The Applicant has requested board approval to change the roof material from metal to architectural shingles, on the real property located at 117 South French Avenue. Additional Findings: The project is located at 117 S. French Avenue in the 1 Downtown Commercial Historic District. The building was constructed in 1914 per the Seminole County Property Appraiser with an addition added in 1950. The applicant would like to change the roof material from metal to architectural shingles. The existing roof consists of stamped metal tiles that are likely at least 50 years of age. It is unknown if this is the original roof material. The roof is deteriorated and has leaks in multiple areas. The property owner has been advised by several roofing companies that the roof is not repairable. CONCLUSIONS OF LAW (a). Pursuant to Section 8.0 of Schedule "S" of the City's Land Development Regulations as set forth in the Code of Ordinances of the City of Sanford, the Historic Preservation Board has reviewed the proposed Certificate of Appropriateness and all matters relating thereto in accordance with the procedures for altering historic landmarks or structures within historic districts as set forth in Schedule "S". (b). Schedule S states: (1) The original roof shape and material of the principal and accessory buildings shall be retained if it is in good condition or repairable. (S- 32) (2) Deteriorated roofing material shall be replaced with new material that is consistent with the style of the structure, and shall be similar to the existing or original roof in composition, size, shape and texture, except in the case of asbestos shingles, which may be replaced with new materials, such as fiberglass shingles, cement fiber tiles or shingles, or clay tiles that are similar to the original roofing. All shingles shall be architectural. (S- 32) (3) Architectural features that give the roof its character, such as dormers, cornices, towers, decorative brackets, eaves, chimneys, parapets, and exposed rafter ends shall be retained or replicated and not concealed. (S-32) (4) All pitched roof planes shall match in material, shape, texture, 2 design, dimension, color, and other identifying features. (S-32) (c). Architectural shingles are in character with the architectural style of the building and therefore its use will not adversely impact the surrounding historic district. (d). The proposed material for the garage door is metal, and the installation of these doors is approved based on the requirement that the doors be of constructed of heavy gauge metal that will withstand impact and therefore will not be susceptible to denting or other damage. (e). Architectural shingles used for all roof planes, will match in material, shape, texture, design, dimension, color, and other identifying features of the building. (f). The purpose and intent of Schedule "S" have been met in the context of the approval set forth herein. (g). To the extent that a conclusion of law as set forth herein also constitutes a factual finding, then such shall be taken to be so as part of this Development Order. (h). The proposed Certificate of Appropriateness is hereby found and determined to comply with the aforestated requirements. (i). Additionally, the Certificate of Appropriateness sought is hereby found and determined to be consistent with the City of Sanford Comprehensive Plan and development of the property as proposed would be consistent with and in compliance to applicable land development regulations and all other applicable regulations and ordinances as set forth in the Code of Ordinances of the City of Sanford. ORDER NOW, THEREFORE, IT IS ORDERED THAT: (1). The aforementioned application for a Certificate of Appropriateness is 3 APPROVED. (2). This Development Order granting approval of a Certificate of Appropriateness touches and concerns the aforedescribed property. Done and Ordered on the date first written above. As approved and authorized for execution by the Historic Preservation Board of the City of Sanford at its meeting of April 19, 2017.
