WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, April 24, 2017, at 4:00 PM, in the Railroad Depot Room, 2nd Floor,
City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4: 40 PM.
1. Discussion re: Water Service to Property Outside of the City
Deputy City Manager Tom George said that he selected a group of City
employees to discuss the water concerns. The group will be meeting to discuss a variety
of issues on Wednesday, April 26th at 3:00 PM in the Railroad Depot Room. He has
invited CPH to attend the meeting as well.
Public Works Director Bilal Iftikhar said the City has water capacity for
ten or fifteen years; however, it is a good time to start looking to the future. The City has
several options if water capacity should drop sooner than anticipated. A few options are
to reach out to the Department of Environmental Protection (DEP) and ask to increase the
consumptive use permit or install a water treatment plant at an existing site to supply

developments on that side of the City. He addressed an area known as Cameron Heights
and said that the Commission agreed to annex that development in 2005. He also
referred to Skyway and Celery Avenue which are the two properties that are currently
requesting annexation. He sees no reason why the City cannot provide water to all three
locations at this time.
2. Discussion re: Board Members
City Clerk Cynthia Porter thanked the Commission for supporting the
Board Appreciation dinner last week. It was well attended and she is happy to hear that it
will be included in the budget next year.
Ms. Porter requested guidance on how to handle absenteeism among the
City boards /committees as well as the lack of attendance in Ethics Training.
Commissioner Woodruff asked if there is an attendance policy and Ms. Porter said that a
board /committee member may not miss more than three (3) meetings in a 12 month
period. Mayor Triplett asked if any communications have been sent to the
board /committee members who are in violation and Ms. Porter said not at this time. The
consensus among the Commission was to send letters to any board /committee member in
violation and see if they would like to remain a member or resign due to inability to
attend meetings. As for lack of attendance or participation in Ethics Training, the

Commission said it is a requirement. Ms. Porter said that she will continue to provide
information regarding training materials.
3. Discussion re: City Clerk Contract
City Clerk Cynthia Porter said that a few weeks ago she provided
information to the Commission regarding the Florida League of Cities Annual Salary
Survey for City Clerks. The study showed a great disparity among populations and
various salaries for the Clerk's position. Last December, when the Commission approved
the Class and Pay Plan for general employees, the City Clerk's position was removed
from the pay plan because the position is a charter officer. That action left her with the
need for a contract. She asked for direction on establishing a contract. There was a
consensus among the Commission for Mayor Triplett and the City Manager to negotiate a
contract with the City Clerk and bring it back to the Commission for approval.
4. Regular Meeting Items — additional information
A. Comprehensive Plan Evaluation and Appraisal Report. [Commission

This item was pulled from the agenda due to a vendor protest and will be
sent out for bid.
Russ Gibson, Director of Planning & Development Services, handed out a
revised plat for Agenda Item 8.13, Approval of the Thornbrooke Phase 4 Final Plat. There

has been a minor change to include an emergency access /utility easement. This is an
action item on tonight's agenda.
Mr. Bonaparte distributed page 1 of the Board of County Commissioner's
agenda for tomorrow and said that Mayor Triplett is making a presentation on the
Catalyst Site at the meeting. Therefore, Mr. Bonaparte asked the Commission to consider
the second reading of Ordinance No 4403 to be continued to May, 8, 2017. This is an
action item on tonight's agenda.
Mr. Bonaparte said that the 4 "' Amendment to the MOU with Sanford
Waterfront Partners, LLC is on tonight's agenda for an extension of time. The current
expiration date is April 27, 2017, and staff would like it extended to May 10, 2017. This
is an action item on tonight's agenda.

6. City Manager Comments
Mr. Bonaparte asked the Commission if they were interested in
advertising in the Florida League of Cities Conference Issue of Quality Cities. After a
brief discussion, there was a consensus to purchase 1/8" of a page at $150.
There being no further business, the meeting was adjopmed at 5:24 PM.
