The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, June 26, 2017, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall,
300 North Park Avenue, Sanford, Florida.

Vice Mayor Mahany called the Work Session to order at 4:13 PM.
1. Presentation by Seminole County regarding Lake Monroe Trail Loop
Matthew Cushman, CPH, Inc. Project Manager, distributed a handout
regarding the Lake Monroe Trail Loop and gave a powerpoint presentation of the same.
The Commission requested that the trail along Mellonville Avenue be 8 feet concrete and
that there be a turning lane onto Mellonville Avenue from Celery Avenue.
2. Presentation by Florida Public Utilities regarding services provided in Sanford
Jim Hayhurst, Florida Public Utilities Commercial Sales Account Manager
and Michelle McMurphy, Outside Sales Representative, distributed a handout and gave a
powerpoint presentation on the services provided by FPU in Sanford.
3. Discussion re: amending Utility Rate Ordinance to add Minimum Utility Rate
Indexing

Utility Manager Bill Marcous and Shawn Ocasio, Public Resources
Management Group (PRMG), distributed a handout and discussed the need to consider
amending the Utility Rate Ordinance to add minimum utility rate indexing. After
discussion, Mr. Marcous said he will further review this item and bring it back for
Commission consideration.
4. Regular Meeting Items — additional information
A. FPL Grant Agreement — Solar Trees — Ft. Mellon Park

Marc Hultin, Acting Parks and Grounds Operations Manager and Anuj
Chokshi, Florida Power and Light Project Manager of Development, gave a powerpoint
presentation regarding solar trees and discussed the proposal to place the trees in Ft. Mellon
Park. Vice Mayor Mahany said that the trees are very unattractive and she doesn't think
that Ft. Mellon Park is the appropriate place to have the trees. She also asked if the trees
could be a color other than blue. Commissioners Woodruff and Austin did not disapprove
of the trees. This is an action item on tonight's agenda.

5. Briefing Items
A. Staff update on review of mobile food truck regulations
Planning and Development Services Director Russ Gibson distributed a
map reflecting potential mobile food vendor locations and a mobile food vendor survey for
Seminole County cities, which was reviewed by himself and Project Manager Chris Smith.
After discussion, there was a consensus of the Commission to further discuss this item at
the next Work Session.

B. Jennifer Brooks, Special Events Supervisor, asked for guidance regarding
how to respond to a potential new applicant for a food truck operation at 1 st Street and Oak
Avenue. The Commission was not in favor of having another food truck vendor in the
same area as an existing one.
C. Planning and Development Services Director Russ Gibson distributed
Ordinance No. 4412, regarding establishing and imposing a temporary moratorium on
wireless communication facilities within the City of Sanford. He requested that the
ordinance be approved on first reading at tonight's meeting. This will be the first of three
readings of the ordinance.
6. City Manager Comments
• City Manager Bonaparte distributed the agenda for the Budget Work
Session to be held on July 6, 2017 at 2 PM.
• The Veterans appreciation luncheon will be held on Wednesday, June 28,
2017 at the Civic Center.
• The Commission Chambers is under renovation and is progressing nicely.
There being no further business, the meeting was adjo#dd at 6:20 PM.
