Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve the special event permit, alcohol permit, noise permit and
street closures for the 'Fast and Furriest 5K event to be held on
Saturday, November 4, 2017.
B. Approve the special event permit, alcohol permit, noise permit and
street closures for the '2nd Annual Full Moon Harvest' event to be
held on Sunday, November 5, 2017.
C. Approve the special event permit, noise permit and street closures
for the '8t" Annual Turkey Day 5K event to be held on Thursday,
November 23, 2017.
D. Approve an increase to P.O. #35039 to Paul's Auto and Truck
Repair, Inc., in an amount not to exceed $52,000, due to a high
volume of heavy truck and diesel engine repairs on various City
vehicles.
E. Approve piggybacking the City of Edgewater contract for real estate
services with the Triece Company.
F. Approve the Master Solar Lease Agreement and Memorandum of
Solar Lease Agreement between the City of Sanford and Florida
Power and Light for the SolarNOWTM Program for the placement of

authorize the City Manager to negotiate and effect an award with the

elected official. This Citizen Participation is for the City Commission to
receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City
Commission may be referred to City staff to be answered within a
reasonable period of time following the meeting.

This item is being added as a result of discussion at today's Work Session, where
Planning and Development Services Director Russ Gibson distributed and reviewed Ordinance
No. 4412, to provide fora 90 day moratorium on regulations regarding wireless communication
facilities within the City of Sanford. This is the first of three readings of this Ordinance.
Commissioner Austin moved to approve the first reading of Ordinance No. 4412.

9) CITY ATTORNEY'S REPORT.

11) CITY MANAGER'S REPORT.
City Manager Bonaparte said that the Seminole County trail loop approval will be
considered by the Seminole County Board of Commissioners on July 11. The City Commission
requested consideration for the trail to be 8 feet concrete along Mellonville Avenue and that there
be a turn lane onto Mellonville Avenue from Celery Avenue,
Mr. Bonaparte showed a video of Sanford by the Orlando Sentinel.
Mr. Bonaparte reminded everyone of the July 4th event to be held in Sanford.

12) CITIZEN PARTICIPATION.
Julia Brunson, Historic St. James African Methodist Episcopal Church, thanked the
Commission for trying to help with grant funding for her church. Commissioner Woodruff asked
that the City Commission adopt a policy to try to help organizations regarding grant funding.
