A request to approve an extension to the sublease of the Mellonville Annex facility located at 1211
Mellonville Avenue to Expressly You School of the Arts, Inc. and No Limits Health and
Education, Inc. for summer and afterschool programs. The rent shall be $1.00 per month or partial
month for each organization.
FISCAL/STAFFING STATEMENT:
There is no budgetary impact to the City. Expressly You School of the Arts, Inc. and No Limit
Health Education, Inc. will pay any additional costs associated with the lease of the building such
as electric, garbage, as well as water and sewer services.
BACKGROUND:
Expressly You School of the Arts was approved in the 2014-2015 program year for a Community
Development Block Grant Public Services allocation to operate a summer program for youth from
low and moderate income households in the City of Sanford. The program has continued to
provide income eligible middle and high school youth with a cultural and arts experience as well
as tutorial assistance to help the youth in performing at grade level or above in math, science and
creative arts. The summer program has been expanded to include afterschool activities for eligible
youth.
Expressly You School of the Arts, Inc. established in 2007 is a 501 (c) (3) organization that
endeavors to reach out to at -risk youth in the Sanford community through the exciting world of the
arts. The organization strives to create an environment of learning that supports success in school.
No Limit Health and Education, Inc., was incorporated in 2014 as a non-profit organization for the
purpose of improving the health education, fitness, physical education, athletic development,
personal growth and overall educational improvement for disadvantaged youth and young adults.
No Limit Health and Education, Inc., has established a strong presence in Sanford over the past
three years. This includes a Business Academy (N.B.A.) in partnership with Seminole State
College. The Academy offers 30 high school age students an intensive three-day experience in
entrepreneurship and business leadership. For FY 2016-2017, No Limit received a City of Sanford
CDBG Public Services grant to establish a mentoring program with the Sanford Police Department
and Seminole County Sheriff's Office for at -risk youth in our community.
LEGAL REVIEW:
The Sublease Agreement Extension has been drafted by legal counsel.
RECOMMENDATION:
It is staff's recommendation that the City Commission approve the execution of the Sublease
Agreement Extension with Expressly You School of the Arts, Inc. and No Limit Health and
Education, Inc., for use of the Mellonville Annex facility for summer and afterschool youth
programs.
SUGGESTED MOTION:
"I move to approve the City of Sanford Sublease Agreement Extension with Expressly You, Inc.
and No Limit Health and Education Inc., for the use of the Mellonville Annex facility for summer
and afterschool youth programs".

SUBLEASE AGREEMENT
This Extension of Sublease Agreement (Extension) is entered by and between
the City of Sanford, a Florida municipal corporation, whose address is 300 North Park
Avenue Sanford, Florida 32771, (City), and No Limit Health And Education, Inc., a non-
profit corporation organized under the laws of the State of Florida, whose address is 402
Orange Avenue, Sanford, Florida 32771 (Tenant).
The parties entered into that certain Sublease Agreement attached hereto which
purported to expire on December 31, 2016, but, the parties have continued to perform
under said Sublease Agreement from month-to-month and now wish to renew, nunc pro
tunc to January 1, 2017, the Sublease Agreement for a term terminating on December
31, 2017 with the Sublease Agreement automatically renewing for consecutive additional
one year terms (ending on December 31 of each year) unless terminated in accordance
with the provisions of the Sublease Agreement. The parties hereby agree to this
Extension and ratify and affirm all terms and conditions of the Sublease Agreement.

purported to expire on September 30, 2015, but the parties have continued to perform
under said Sublease Agreement from month-to-month and now wish to renew, nunc pro
tunc to October 1, 2015, the Sublease Agreement for a term terminating on December
31, 2018 with the Sublease Agreement automatically renewing for consecutive additional
one year terms (ending on December 31 of each year) unless terminated in accordance
with the provisions of the Sublease Agreement. The parties hereby agree to this
Extension and ratify and affirm all terms and conditions of the Sublease Agreement.
