MINUTES HISTORIC PRESERVATION BOARD MEETING OF NOVEMBER 9, 2000 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Scott Singeisen Bob Kuhn Barbara Farrell Fred Rogers Claudia Weber Melanie Winternheimer Alexander Then Mary Valente MEMBERS ABSENT: Barbara Knowles- excused OTHERS PRESENT: Antonia Gerli, Staff Liaison Marion Anderson, Recording Secretary The Chairman called the meeting to order at 5:00 P.M. Application for Certificate of Appropriateness -Commercial: 319 Elm Avenue -reconstruct wood frame metal canopy along the north elevation, construct wood frame handicap ramp and decking along north elevation (below new canopy), replace rusty damaged metal wall siding with new lap- siding along north elevation between canopy and deck, and paint and patch existing stucco and panels. Dennis Aagaard, 976 Seminole Road, Osteen, was present. He stated that they would like to do some interior renovations to their building. They will have to enlarge the restrooms and because of an elevated floor, they will have to have a handicap ramp to get up to that area. There is an old rusty shed roof that was torn down and they are envisioning a wooden ramp with a deck across the northern base of the building with a wooden metal canopy, similar to what was there before. He stated that there is a rusty old shed that they would like to rebuild in the same location. They would like to install lap- siding between the wooden deck, the handicap ramp deck and the canopy roof. Ms. Farrell moved to approve as presented. Seconded by Mr. Rogers. All in favor. Motion carried. Application for Certificate of Appropriateness - Residential: 1118 S. Magnolia Avenue - remove front enclosure and restore porch, and enclose side porch, replace rear door with window and replace window, repaint. Stephen Balint, 322 Hidden Lake Drive, Sanford, was present. He stated that they are proposing to open up the front porch to the way it was originally and enclose the side porch inside of the house. On the back of the house a window was taken out and a door was cut in. He would like to take the door out and put the left rear window in its place. Mr. Balint stated that the left rear window will be moved to where the door is and the small window will come from inside the porch. Other than these items, they are requesting to paint the out side of the house. Seconded by Ms. Valente. All in favor. Motion carried. Application for Certificate of Appropriateness - Residential: 719 Myrtle Avenue - install C high stockade fence in 8' wide panels and rear gate. Mr. Singeisen abstained from commenting on this application due to his close nature with the applicants. Heather Henderson, 719 Myrtle Avenue, stated that they have installed a fence for security purposes. She apologized for the fence being put in without a C of A. She stated that the posts will be capped and the fence would be landscaped with jasmine. Ms. Gerli stated that the fence does not meet the setbacks for a 6' fence. Mr. Rogers moved to approve as presented with a variance to the side street. Seconded by Ms. Webber. All in favor. Motion carried. The next item to be considered was to revisit the garage of Linda Kuhn. Mr. Kuhn abstained. Andy Kutz, architect, was present. He stated that it is exciting what Bob and Linda have managed to do with that block. The Kuhn's are asking for the right to remodel the existing building into something consistent with or as showing, a garage. The remodeling of this structure would be taking a big eyesore and making it a smaller good looking building. There is nothing there of significance to save. Mr. Kutz stated that it could be demolition and rebuild or remodel. The reality is that there isn't going to be much of the existing building saved. Mr. Kutz stated that what they are asking for is the right to do adaptive reuse of the existing building and in the process of doing adaptive reuse, serious modifications to the building will be accomplished. Ms. Kuhn stated that she is asking for approval to improve her property, to improve the value of her property, and to improve the significance of the appearance of that lot. She is willing to do anything to make this look historical but the building is not salvageable. Mr. Kutz stated that they are proposing a metal roof and siding that is the same as all the buildings on the property. The doors will be compatible with all of the doors around the property. The only real variable is the garage door. Everything else will look exactly like everything else in the neighborhood. He stated that he is a registered architect and that building is not economically reasonable to rehabilitate. They would like to make a smaller structure with a garage door, one door on the front and one door on the back, and a window on the side which will be blacked out on the inside, a decorative window to enhance the appearance. The building will not be raised. Ms. Webber moved to approve the concept as presented and that the applicant bring in some different elevations for the west and south sides for windows and garage doors for Board review. Motion died for lack of a second. MINUTES HISTORIC PRESERVATION BOARD MEETING OF NOVEMBER 9, 2000 PAGE 3 Ms. Webber moved to approve the concept as presented with the stipulation that the applicant bring in a letter from a certified architect or engineer stating the condition of the structure and some new elevations for the west and south sides for windows and doors to be included in next month's packet for Board approval. Seconded by Mr. Then. Mr. Singeisen in opposition to the motion. All others in favor. Motion carried. Under Minor Review, Mr. Rogers questioned the replacement windows at 819 Palmetto Avenue. Ms. Gerli explained that the applicant replaced the aluminum windows with the original windows that were in the garage. Mr. Then requested that Staff write a letter to Rami Yosefian notifying him that any exterior changes must be approved and request that the Asian influences be removed from his site on Park Ave. Mr. Rogers reported that 410 Palmetto was putting in windows, a wire fence with wooden posts, added a porch in the rear, and re- roofed. This should be looked at. Mr. Rogers also reported that at the fencing is gone at the Fina- Texaco. He monitors the phone situation on a daily basis. The inside and the outside have been cleaned. New landscaping is planned. There being no further business, the meeting adjourned at 7:10 P.M.
