Mr. Rogers called the meeting to order at 5:00 P.M.
On Page 8, line 2 of the Minutes, Ms. Valente requested that the word windows be changed to screens. Mr. Then
moved to approve the Minutes with this correction. Seconded by Ms. Farrell. All in favor. Motion carried.
Application for Certificate of Appropriateness - Commercial: 217 S. Oak Avenue - construct a fence along side of
property. Dr. William Sherman stated that there was a fence between his property and 215 S. Oak Avenue. The
owner of 215 S. Oak Avenue suggested that he remove the wood fence and put in a wrought iron fence. He
removed the fence and the Historic Preservation Board denied permission to put in a wrought iron fence. Dr.
Sherman stated that he would like to put some type of fence back between the properties. He replaced his fence in
1994 with the Historic Preservation Board's approval.
Dr. Sherman stated that there is a property within 100 yards of his property, Express Mart, which is on the corner
of Park and 3rd Street that has a wrought iron fence that is taller than 6'. He stated that he wants to put up a 57'
long fence. He wants to get some understanding as to why he can't put the fence back that was there. A wrought
iron fence would look better than the fence that he had. Mr. Rogers explained that the fence at the Express Mart
is part of a settlement with the City. The Historic Preservation Board did not have any issues before it regarding
their fence.

Due to questions regarding height limitations, Mr. Kuhn moved that someone from the Board or Staff's Liaison
get back with the applicant on Monday after researching the Land Development Regulations as to the Board's
recommendations. Seconded by Ms. Farrell. All in favor. Motion carried.
Application for Certificate of Appropriateness - Commercial: 109 S. Palmetto Avenue. Ms. Farrell represented
the request. She stated that she would like to do a roof garden on the back of her building which will require
fencing. She does not want to use wood. She is proposing an iron fence (burglar bars when turned sideways are
4' tall) attached to 4 "x4" posts along the south and the east exposures. Either this or a vinyl trellis fence. Ms.
Farrell stated that one window will be a French door.
Ms. Valente moved to approve the installation of wrought iron railing panels, approximately T lengths based on
the drawings submitted by the applicant; 5 panels on the north wall and 3 panels on the east wall supported by
steel or wrought iron posts anchored to the wooden pallet of the fencing; and to approve the installation of a
wooden French door in an existing window opening with no changes to the window opening. SicaNacu spoke in
favor of the request. All in favor of the motion. Motion carried.
Application for Certificate of Appropriateness - Residential: 1200 Park Avenue, place metal storage shed at rear
of property (after- the - fact). Ellen Reyes stated that the 8x10 shed had been installed months ago.
After discussion regarding the placement of the shed, Mr. Kuhn moved to approve with the relocation to the
southwest corner of the rear of the lot. Seconded by Mr. Rogers. All in favor. Motion carried.
Application for Certificate of Appropriateness - Residential: 1308 Magnolia Avenue, replace window with door.
Sica Nacu, 1301 Park Avenue stated that she was representing Mr. Harry Gillis, her neighbor. He would like to
place a door in the same opening of the middle window. The door will be of the same design, will match, as on
the other side.
Mr. Kuhn moved to approve. Seconded by Ms. Farrell. All in favor. Motion carried
Application for Certificate of Appropriateness - Residential: 619 Magnolia Avenue, construct new two -story
garage (storage room on 2nd floor). Ms. Gerli stated that the applicant is in New York and asked that it be tabled
until the next meeting.
Ms. Winternheimer moved to table. Seconded by Mr. Then. All in favor. Motion carried.
Application for Certificate of Appropriateness - Residential: 1108 Myrtle Avenue, replace aluminum windows
with wood; replace exterior cast iron drainpipe with PVC pipe. Steve Balint, 322 Hidden Lake Drive, was
present. He stated that there are two tiny aluminum windows downstairs where the porch had been enclosed that
they want to remove and put in single sash wooden windows and upstairs on the north and west side corners they
would like to put in two single sash wood windows. The PVC pipe will be in the same location as the iron
drainpipe.
Mr. Kuhn moved to approve. Seconded by Ms. Farrell. All in favor. Motion carried.

Application for Certificate of Appropriateness - Residential: 313 Palmetto Avenue, add covered area to
previously approved garage. Linda Kuhn, 320 Palmetto Avenue was present. She stated that she is requesting to
put on a covered area of the garage while it is still under construction.
Ms. Farrell moved to approve as presented. Seconded by Ms. Winternheimer. Mr. Kuhn abstained. All others
in favor. Motion carried.
Application for Certificate of Appropriateness - 1201 Oak Avenue, remove portion of carport and enclosed
porch, convert to screened porch; replace aluminum siding with wood, re -roof in asphalt shingles.
Ray Sylvester, 1815 S. Sanford Avenue, was present. He requested to remove the deteriorated east side carport
that was enclosed by the previous owner; to remove the north and west side of deteriorated enclosed porch walls
and convert it to a screened porch; replace existing exterior aluminum siding with wood siding; and replace
section of existing asphalt shingles.
Ms. Farrell moved to approve as presented. Seconded by Mr. Rogers. All in favor. Motion carried.
Application for a Certificate of Appropriateness - 1006 Palmetto Avenue, construct a fence. Bob Berk was
present. He requested to install a 6' cypress fence with gates along the alley. Mr. Then stated that he had spoken
with the applicant some weeks ago and established that he needed a site plan.
Mr. Rogers moved to approve. Seconded by Ms. Farrell. All in favor. Motion carried.
Application for a Certificate of Appropriateness - 603 Myrtle Avenue, construct utility shed. Tom Goodman was
present. He would like to install a pre- fabricated Superior Shed, 10x16, in the southeast corner of Lot 7 with
eaves which were approved prior by this Board. Colors are to be cream with white trim.
Ms. Farrell moved to approve as presented with a variance because of the size due to its placement on a separate
individual lot and the scale of the structure in that square footage does not hinder the aesthetic of the property
overall. Seconded by Mr. Kuhn. All in favor. Motion carried.
Application for a Certificate of Appropriateness - 310 Magnolia Avenue, install windows. Daniel Dorcy was
requesting an extension on a CofA of June 14, 01 for the replacement of aluminum windows with wood windows.
After discussion regarding the time that Mr. Dorcy has had to exchange the windows, Ms. Farrell moved to
extend the CofA for 90 days. Seconded by Mr. Rogers. In opposition was Mr. Rogers, Mr. Kuhn, Mr. Then, Ms.
Winternheimer and Mr. Singeisen. In favor were Ms. Farrell, Ms. Valente, and Mr. Rogers. Motion was denied.
Discussion of preparation of a Scope of Services for Consultant to prepare historic preservation ordinance and
informational handout. This will go before the City Commission on October 8. Ms. Gerli stated that something
on archeology needed to be added.

Mr. Singeisen commented on Mr. Lowe's absenteeism and requested Staff to send him a letter. Ms.
Winternheimer commented also on Ms. Kelly's absenteeism and requested Staff to send her a letter.
Mr. Rogers noted that he has seen a lot of odd signs going up around town.
The Chairman requested that discussion regarding meeting twice a month be placed on the next agenda.
There being no further business, the meeting adjourned at 7:30 P.M.
