CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FL MEMBERS PRESENT: Scott Singeisen Alex Then Maria Shreve Marveen Kelly Barbara Farrell Leslie Stevens Mary Valente Melanie Winternheimer Stephen Myers Robert Kuhn MEMBER ABSENT: Fred Rogers OTHERS PRESENT: Antonia Gerli, Staff Liaison Mary Muse, Recording Secretary Mr. Singeisen called the meeting to order at 5:00 P.M. Regarding the Minutes of November 8, 2001, Ms. Winternheimer commented on a statement about wooden overhead garage doors no longer being made. Ms. Winternheimer stated that there are some companies out there that do make them, that it can be accomplished. Ms. Kelly moved for approval of November 8, 2001 Minutes. Ms. Farrell seconded. All in favor. Motion carried. Certificate of Appropriateness — Commercial: 120 S. Park Avenue — non - conforming freestanding sign. Michael Barnaby, 120 S. Oak Avenue was present. Mr. Barnaby stated the sign has already been installed. It is installed on the existing Greyhound sign frame. Ms. Winternheimer moved to approve the sign installation for 120 S. Park Avenue. Ms. Farrell seconded. All in favor. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 13, 2001 PAGE 2 Certificate of Appropriateness — Residential: 717 Magnolia Avenue — install picket fence. Ms. Gerli reported that the applicant had called and requested this to be withdrawn. Certificate of Appropriateness — Residential: 314 W. 3 Street — replace front door and shutters. Sid Vihlen, 204 N. Park Avenue, was present to represent the request on behalf of his father. Mr. Vihlen stated that the front door has already been replaced with a colonial type door because when the tenants moved out, there was damage to the door. The exterior of the house will be repainted the same color. The "false storm shutters" will be painted colonial green to match the character of the home. The old fence was removed due to rot and they wish to replace it with a wooden fence. During discussion regarding the front door being metal instead of wood and the exact setbacks for the fence, Mr. Vihlen withdrew the front door replacement and the fence replacement requests from the application. Mr. Myers moved to approve the repainting of the exterior of the house and installation of the "false storm shutters." Ms. Shreve seconded. All in favor. Motion carried. Certificate of Appropriateness — Residential: 400 Palmetto Avenue — install picket fence. Ms. Shreve and Mr. Then recused themselves from discussion and voting due to a personal situation with the applicants. Eric and Cari Zendell, 400 Palmetto Avenue, were present. The fence they are wanting to install is PVC. Schedule S states that fencing should be of wood or iron material. Mr. Singeisen stated that the Board has modified Schedule S during a meeting before. Ms. Kelly moved to approve the fence as submitted. Ms. Farrell seconded. Ms. Kelly, Ms. Farrell, Ms. Valente, Mr. Singeisen, and Mr. Kuhn in favor. Mr. Myers, Ms. Winternheimer, and Ms. Stevens against. Motion carried. Certificate of Appropriateness — Residential: 823 Park Avenue — final approval of rear addition. Steve Chusmir, 823 Park Avenue, was present. The roof line will be consistent with the existing 2nd floor and modifications were made to the french doors on the north side of the house. Any windows taken out will be restored and replaced and will use the existing siding where possible. The application will have to be modified if the change will be made on the french doors. Ms. Farrell moved to approve as presented and the concept of the change of the doors will come back. Ms. Kelly seconded. Everything is to meet Schedule S requirements. All in favor. Motion carried. Certificate of Appropriateness — Residential: 404 Palmetto Avenue — final approval of garage, breezeway, utility room, rear porch, extended kitchen, and swimming pool. Renee Hays, 404 Palmetto Avenue, was present. Ms. Hays requested the Board to revisit the hardship for the garage doors. Due to the narrow turning radius, they would like to have a variance to allow one 16 -ft. garage door instead of two 8 -ft. garage doors, as approved. No one would be able to see the garage door due to it being along the alley. Ms. Gerli stated that she researched the 16 -ft. garage door at 901 S. Magnolia Avenue and from the tape it seemed that it was approved because they could not back into the alley if they only had a 9 -ft. wide door. The applicant requested to change the application from two 8 -ft. doors to one 16 -ft. door. Ms. Kelly moved to approve the application with one 16 -ft. door. Ms. Winternheimer seconded. Mr. Then advised the Board that the door will be metal. Ms. Kelly, Ms. Farrell, and Ms. Winternheimer were for the motion. Mr. Kuhn, Mr. Myers, Mr. Then, Mr. Singeisen, Ms. Valente, Ms. Stevens, and Ms. Shreve were against the motion. Request was denied. Certificate of Appropriateness — Residential: 310 W. 3 rd Street — replace front door (ATF). Brenda Garcia, 310 W. 3 rd Street, was present. The original door swelled so she had to replace the door. The new door is steel. Ms. Garcia stated that she would change the door to a wood door. Ms. Kelley moved to deny. Ms. Shreve seconded. Ms. Kelly amended this motion to state the reason for denial is because the current door is a metal door, which is not included in Schedule S and the new door be replaced within three months. Ms. Shreve seconded the amended motion. All in favor. Motion carried. Mary Valente had to leave. Certificate of Appropriateness — Residential: 203 E. 10 Street — install new porch columns and handrail; new front door; new picket fence and gate. MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 13, 2001 PAGE 4 Mr. Singeisen recused himself from this request because he is the applicant and handed the gavel to Mr. Then. Scott Singeisen, 203 E. 10 Street. The stabilization of the brick piers and brick lattice work are minor review, but since the beam had to be jacked -up, the columns and railings will be replaced. The railings, piers and brick lattice were damaged from a tree, which now has been removed. There will be new tapered square wood columns on brick piers across the front porch. The new wood handrails that run across the front and two sides of the front porch will include square balusters, with appropriate top and bottom rails. The pickets on the fence to the west of the porch will be revised to coordinate with the new handrail balusters. The gate to the west of the porch will be rebuilt to coordinate with fence and handrail. There will be a new wood, full lite, front door installed. Ms. Farrell moved to approve as submitted. Ms. Kelly seconded. All in favor. Motion carried. The gavel was returned to Mr. Singeisen. Certificate of Appropriateness — Residential: 1019 Magnolia Avenue — install curb cut. Mr. Then recused himself to say they are temporarily withdrawing the request. Ms. Kelly questioned if 300 E 2nd Street had been brought to Code Enforcement's attention about the ceiling panels over the pump area that is falling down. Mr. Kuhn made a motion to nominate Alex Then as the Board's Co- Chairperson. Nominations closed. All in favor. Motion Carried. There being no further business, meeting adjourned at 6:45 P.M.
