Chairman and Board's items for discussion 8. Adjournment. MINUTES HISTORIC PRESERVATION BOARD FEBRUARY 13, 2003 5:00 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT Stephanie Powers Denny Gibbs Barbara Farrell Leslie Stevens Alexander Then Marveen Kelly R Sylvester Scott Singeisen Maria Shreve MEMBERS ABSENT Thomas Goodman Steve Myers OTHERS PRESENT Antonia Gerli, Staff Liaison Jo -Ann Johnson, Recording Secretary Alexander Then called the meeting to order at 5:11 PM Mr. Sylvester moved to approve minutes from January 9, 2003. Ms. Gibbs mentioned that she thought the board voted to not accept last minute applications in the previous meeting but didn't see any mention of it in the minutes. Mr. Sylvester motioned to approve. Ms. Gibbs seconded. Motion carried 7 -0 (Mr. Singeisen and Ms. Shreve not present at time of vote). Residential District Item 4a — 306 W 6 th St., Marilyn Maples, owner presented the board her case for approval although the fence is already installed. She has (3) panels of 8' long PVC fence. Ms. Stevens thought board was going to prohibit vinyl fencing in front yard and allow vinyl in the rear yard with exceptions. Mr. Then asked is she would consider a wood fence. Ms. Maples said she would not. Ms. Maples was informed that if the board approved a wood fence she would have 6 months to make the change. Ms. Maples decided not to change to wood fencing and withdrew her application. She was informed that since she did not have approval, code enforcement would be informed. Mr. Singeisen entered meeting at 5:18. Historic Preservation Board February 13, 2003 Page 2 Item 4b — 1020 Elm Ave., Applicant was absent, item tabled. Item 4c — 601 Palmetto Ave., applicant absent, item tabled. Item 4d — 711 Palmetto Ave., Marianna Henderson owner, requesting permission to install 6' wood stockade fence in rear of house. Ms. Farrell motioned to approve. Ms. Stevens seconded. Motion carried 8 -0. Item 4e — 1100 Park Ave., David Lamb requested permission from the Board to remove a 20' x 10' wood pole barn. Mr. Then asked if there was any historical significance attached to the structure. Mr. Then moved to approve. Ms. Kelly seconded. Motion carried 7 -0. Mr. Sylvester recused. Item 49 — 1201 Oak Ave., Rey Sylvester, 412 Grandview Ave. N., owner of 1201 Oak Ave., is requesting approval of the installation of casement windows in the gable ends of the house. Windows will be recessed since they swing in. Ms. Gibbs moved to approve. Ms. Farrell seconded. Motion carried 7 -0. (Mr. Sylvester presenting). Item 4h — 908 Magnolia Ave., Leslie Stevens, owner requesting approval from the board to install a 5' white painted picket style wood fence. Board asked if the would be decorative finials on post tops. Ms. Stevens indicated it was possible that they might add them. Board indicated they would approve a chamfered top. Ms. Farrell moved to approve as stated with chamfering of posts or leaving straight. Ms. Gibbs seconded. Motion Carried 7 -0. (Ms. Stevens presenting.) Ms. Shreve entered meeting at 5:44. Item 4 -i — 818 Palmetto Ave., Joe Forbes re- applied to the board for a vinyl fence. He explained that even though he had been approved for wood, he wanted to reapply for vinyl. Mr. Sylvester made motion to deny. Ms. Stevens seconded. 7 -1 motion carried (Powers against). Item 4f — 1300 Magnolia Ave., Mary Valente, owner, presented the board with an application to construct a garage, breezeway addition, as well as an addition to the sw corner of house to extend mudroom. Ms. Gibbs motioned to approve as submitted. Mr. Sylvester seconded. Motion carried 9 -0. Minor Reviews. Six Month Reviews - discussion regarding 910 Park Ave., Ms. Powers asked what action the board takes with regard to 6 month reviews. Ms. Singeisen explained that it is Historic Preservation Board February 13, 2003 Page 3 basically a tickler file for the board to check on completion of work and compliance to applications approved with conditions. Ms. Powers asked if it was procedure to venture onto the property. She was instructed that inspections were usually done from the roadway or alley. Board Members items for discussion — Ms. Powers was welcomed. Revised copies of the proposed S code were passed out. It was decided that any comments would be e- mailed to all board members and to Ms. Gerli by to March 10, 2003. If any major issues or large numbers of questions were to arise from board member review, a possible work session could be scheduled. A new vice chair needed to be elected, Ms. Shreve nominated Mr. Sylvester. He accepted the nomination. Item 4c — 601 Palmetto Ave., Brian Nash presented the board with his application to construct a carport on the existing 12' x 24' concrete pad at the rear of his property. Construction would be wood framed with a corrugated metal roof. Mr. Sylvester suggested that a gable end may be more appropriate for the style of the house and the district. The applicant was amenable to building a gable end. Mr. Sylvester moved to approve with a gable end roof rather than submitted corrugated metal with a minimum 4/12 pitch. Ms. Gibbs seconded. Motion carried 9 -0. There being no further business, meeting was adjourned at 7:17 p.m.
