Prior to start of meeting Mr. Sylvester requested a moment of silence in memory of victims of
September 11 tn.
Meeting was called to order at 5:08pm
Item 3 — Approval of minutes from August 14, 2003
Ms. Farrell made the motion to approve the minutes from the August 14, 2003 meeting. Ms.
Gibbs seconded. Motion carried 7 -0.
Applications for Certificate of Appropriateness - Commercial District
Item 4a - 208 Sanford Ave., Karl Stairs, owner and applicant requesting approval for adding
detached garage to his property. The board discussed with the applicant the lack of compliance
of submittal with schedule S.
The applicant withdrew the petition in order to meet with the design review team.
Applications for Certificate of Appropriateness - Residential District
Item 5a - 1104 Magnolia Ave., Claudia Webber, applicant and owner requesting to close in
windows on alley side of garage.
Ms. Farrell motioned to approve as submitted. Ms. Gibbs seconded. Motion carried 7 -0.

Item 5b - 1112 Elm Ave., Susan Stecchi, owner and applicant is requesting approval
for paint colors not in sample palette on file in Planning and Community Development office.
Board discussed her selection versus palette on file, and compliance with schedule S.
Application was withdrawn by petitioner.
Ms. Powers entered meeting.
Item 5c - 819 Elm Ave., Mr. Lord, owner and applicant requesting approval for plastic lattice
for skirting.
Mr. Then motioned to approve as submitted. Ms. Shreve seconded. Discussion ensued regarding
compliance with schedule S.
Mr. Then motioned to approve as submitted with the condition that the lattice be obscured by
vegetation. Ms. Shreve removed her second. Ms. Gibbs seconded.
Motion denied 2 -6 (Singeisen, Sylvester, Myers, Farrell, Shreve, Gibbs).
Item 5d - 1201 Oak Ave., Rey Sylvester, owner and applicant is revising window arrangement
on the south and west facing walls of structure. The windows are not a true divided light.
Concern was raised by Ms. Shreve with regard to compliance with schedule S in use of a true
divided light window and it's availability to the general public at a reasonable cost. The board
decided to conduct a workshop prior to the October meeting.
Mr. Then motioned to table this application until the October meeting. Mr. Myers seconded.
Motion carried 7 -0.
Mr. Singeisen was presented with a certificate of Service Award for his service to the Historic
Preservation Board as both a committee member and as chairman.

The board discussed requirements for getting both the commercial and residential districts re-
surveyed for contributing structures and what actions needed to take place to begin the process.
There being no further business the meeting was adjourned at 8: 1 Opm.
